Crude first draft.
8. Any nation or subnational autonomous entity may apply for observer status.
8.a. The application shall be made to the Secretary-General.
8.b. The Secretary-General shall put the application before the General Assembly, needing a simple majority vote to pass.
8.c. Observer status grants a seat and voice in the General Assembly. An observer nation has no vote.

I don't think it adds any tangible benefit. If the General Assembly needs to seek the advice of an organization such as a charity, it can strike a committee and ask the organization to appear as a witness. Further if a national entity is joining, in most cases it's a sovereign state and should be given / required to have a vote in the community's main IGO.
