The Kalgachi diplomatic staff can hardly be blamed for overhearing the songs of soldiers on leave in Shirekeep, nor for reporting them back to Oktavyan with the assessment that Shireroth's Imperial Forces are steadily approaching the Caetano Horizon of war-weariness - although one can't discount the possibility that S.W.O.R.D. plants them in the bars and restaurants around Kalgachia's diplomatic residency to give misleading impressions about the Shirerithian will to fight. They seem to be evading the cudgel a little too well...
