An attempt at a Form ...
This includes all the things you need to fill in as a nation, and reminds you the stuff you might need to include in your orbat and forget about. If every nation has to fill in this, there's no excuse to forget anything. Yeah, it seems an unnecessary amount of paperwork, but at least everythings out in the open then at the start and if everyone fills this in, no-one forgets.Anunia Convention - National Form
1. Does your nation have Existing National Defences? (III.A) If so, place a link to them below.
Existing National Defences are defensive structures for your civilians and/or troops. Such defenseive structures cannot require manpower to operate, otherwise said manpower must be included in the their orbat. eg. A wall, or a mine, is appropriate, but a SAM is not. They must also be within the reality constraints placed on the war as a whole.
2. Does your nation have city descriptions, regional descriptions, terrain maps or other things detailing your land that you would like the enemy to know, and that can't be inferred from the MCS Physical Map? (III.B) If so, place a link to a page listing them below.
Either copy all your descriptions into one thread, or provide links to each of them
3. Please name below every citizen of your nation who could possibly participate in the war. (III.F). Also note which region they will start in (if you don't use personal regions, mark this "Capital") (IV.O). Any citizens not mentioned here who join the war later may be refused entry by the enemy.
4. If your nation offers anything in the situation it loses, please list it below (II.C). Anything not listed here can only be ceded by your agreement after the war.
5. Other Reminders:
A. If any of your forces meet the following conditions, they qualify to count as more experienced. Note this in your orbat. (III.C,D)
i. Have fought and survived a previous Recwar which was not too recent as to have sapped morale.
ii. Had a backstory of reasonable quality written for them explaining their training/origin/loyalty, and why they are more experienced than a normal unit.
iii. Participated in regular training exercises in their nation.
B. If you have a gold star from a previous war, note it in your orbat. (V.F)
C. If you wish to share some of your points with someone else in your nation, note that in your orbat (and preferably post your orbat together) (IV.B)
D. If you are using non-standard units (ie any not mentioned specificaly by name in the Convention), either provide a link to them (if real world), or a description (if invented) of basic capabilities. If you intend to use your unit in a way that is not a standard feature, please note that as well. (IV.E,F)

I think they should just post everything. It would be the responsibility of the opponents to go over everything and say, "this isn't allowed", "this is allowed", "is this like so-and-so? if yes, not allowed" etc...
I have yet to see gold stars being given out. We gave out several during the Jaris war, but it soon turned out that a better mechanism was needed. I ended up with 2 gold stars midway during the war, putting my unit at 200% strength/morale and they decided not to give me any more gold stars as a result. Plus, if a gold star is given out, it should only affect that war.B. If you have a gold star from a previous war, note it in your orbat. (V.F)
So, i'd say take this out.

On radar, I'd suggest yes.
On gold stars ... I was given one in WW2, and originally they were meant to be valid for 6 months (but there were no wars in that time). I've left it in because ... well, in the last few wars, stars have been given out at the end, not in the middle. Giving them out in the middle and only affecting that war actually sounds a lot more sensible ....

To be honest, I only saw stars being given during Jaris war. I didn't take part in WWII. And I have yet to see a good use of the stars. Also, a proper mechanism and rules for handing out stars.
For instance, in Jaris war, someone (i think Erik) on Shireroth's side was to be given a star for his work on the descriptions he put for his aircrafts. I, and my allies, found that unfair as many of us (myself included) had done similar work on our units. If I remember right, Erik was being given a star just so he could have a chance of going up against my unit, which at that point had two stars (200% strength). And they couldn't give me a star for similar work because then my unit would become even more stronger and just unbeatable, leading potentially to a breakdown in the war rule. Scott can correct me on this and/or provide the Shirethian view point on this.
I suppose we can give gold stars for simple bragging rights to deserving individuals. Perhaps at the end of war.
