Shouldn't the judges just be there to make sure that things are running smoothly? Or should they really be signing their initials at the bottom of each post to ensure that they're all consistent?

If you want people pming secret moves to judges instead of posting them publicly, then yes, the judges do have a role larger than just making sure things run smoothly.

Secret moves need to be public, period. There are far too many situations where someone wants to go looking in a certain area where they know an enemy is hiding secretly (they know the area, but not the exact location) yet never can find them simply because the person doing the secret moves never tells them they did. As it stands, every unit in the game can be 100% invisible and invincible by refusing to reveal their location. Players need to know where units are, even if none of their characters do, so that interactions between players can occur logically. If you can't trust yourself not to mentally cheat with this knowledge, then you have some work to do on your own.
On a related note, I believe far too much of this charter relies on judges, especially since the judges often fail at their duties since it practically requires 24/7 participation to keep up with all the current war happenings. The rules are fairly clear and the system has more and more precedence for situations not covered in the charter.. If secret moves were revealed publicly and attacker/defender small thread topics are used to discuss the outcome of secret moves and attacks, then judges can be cut from the charter entirely.
