I more believe Anunia shouldn't be used because it can't do the job people expect to be able to do. It feels like trying to run a computer-based wargame with about 10 pages of code when you'd need thousands. Even with the intimidating length of the convention as it is, every military encounter seems to be so complicated that a judicial interpretation was necessary every single time. There's also a lot of pre-war requirements that, despite two months of prep for the Montauk Island War, still didn't get filled out. Presumably no single individual felt responsible for the big stuff like the declaration of war and the OrBats, despite what I believe was the first real attempt at judicial review before the war, were still a mess of hackjob homebrew units that only had the vaguest attempt at balance of abilities/cost.
The only two solutions I can see are 1) define every unit and movement possible and if people want to do anything outside the definitions you tell them to STFU or 2) allow it to become a lot more freeform, which is vastly preferable, but requires people to chill and not take it so seriously - unfortunately, given that Anunia is used to settle actual disputes between countries (which I still find the most moronic thing this hobby has ever developed, and that includes Ocia and Thomas Hubert) then getting people to play nice seems a bit unlikely.

I think the problem with the Montauk war was that fact that it was used to settle a real-life dispute (that is to say, one created without the input of both parties). Combined with inexperience and language problems on one side, and the presence of one of the more belligerent people known to the hobby on the other, it didn't work out too well. That said, it wasn't catastrophic and both sides respected the ruleset when it was applied.
A QUARREL-style system that uses points might indeed be more suitable for wars where the outcome is not pre-determined or negotiable.
