i assume that the destroyers and cruisers all come with 1 helicopter in the back. for instance, if we have a type 45, then they come with the lynx for anti-sub operations.
also, are non-combatants freely available, or do we have to mention them and take them from the 25,000 points ?
by non-combatants, i mean:
transport/cargo (ships and aircrafts)
refueling tankers (ships and aircrafts)
etc...
any force multiplier basically. they do not directly shoot things, but are responsible greatly for winning the wars.

I'm fairly sure that points are only attributed to combat, fighting units. If they aren't armed, they don't have a point value.

Destroyers/Cruisers, like AC's, do not come with any aircraft AFAIK/IIRC/IMHO.

Yes, just like with AC's. Destroyers/Cruisers in this instance act like smaller, much better armed AC's.
