SCUE Member nations: Please Vote on SCUE Treaty Changes
Member nations, please submit your vote to make the following changes to the SCUE Treaty:
Please vote.Standardised Currency and Unified Economy Treaty
1. Any nation may sign this Standardised Currency and Unified Economy Treaty, provided they gain approval from existing signatories.
2. An applicant to this treaty shall be considered by existing signatories. If, within a week, no existing signatory objects, or more existing signatories support the applicant than object, the new nation shall be able to sign this treaty and issued starting currency as explained below.
3. All signatories to this treaty have a unified currency, and share a unified bank. Any participant in the economy of a signatory nation may make economic transactions with participants of any other signatory nations without restrictions, fees or tariffs.
4. Each signatory nations reserves the right to refer to the currency by whatever name they want. This does not make their currency different from the unified currency, and all the names are assumed to have a 1:1 exchange ratio.
5. Participants within this unified currency shall register their accounts in a particular signatory nation, or region thereof. By registering with that nation, participants' accounts are subject to any economic regulation or taxation of that nation, but not of any other nation.
REPLACE Article 6 Entirely:
6. No currency can be created or destroyed by the signatory nations, except in the manner outlined here and in section 7. Each new signatory nation is entitled to create currency for an initial distribution among citizens of that country, under the following conditions:
a. They shall count how many citizens they have who do not currently hold accounts via any existing signatory nation.
b. They shall be entitled to 7,500 units of currency per citizen counted in this manner, to be distributed as they see fit.
with the BELOW:
6. The funds held directly by the SCUE shall form a bank.
a. Nation treasuries may submit applications for loans from this bank, which must indicate the amount and purpose of the loan, and which must be approved by the SCUE Admininistrator.
b. Company and personal accounts are ineligible for loans from the SCUE bank.
c. Money loaned by SCUE may not have a payment term exceeding 1 year or an interest rate exceeding 5%.
d. If repayment of a loan is not received by the end of the payment term, the SCUE Administrator may use the bank software to recoup any of the lost money, with the full cooperation of all SCUE member nations, and offering grace periods and forgiveness of loans only under the most extreme of circumstances.
REPLACE Article 7 Entirely:
7. In addition to section 6, the member nations may authorise a special, once-off creation or destruction of currency if 2/3 of all member nations agree.
with the BELOW:
7. Once per month (using the Gregorian calendar), the SCUE Administrator may spend up to 1% of the funds held directly by the SCUE bank on a systematic payment of an equal amount either to all accounts or to all accounts in one category (personal, business [also used for non-profit organizations], or government) in order to stimulate economic activity.
8. There shall be an administrator of the bank, with the power to change the region of accounts as required; to create currency for new signatory nations; and to enforce taxation.
9. This administrator shall be elected by the signatory nations. At any time the administrator may be removed by a 2/3 vote of no confidence in the administrator, at which time a new administrator shall be elected by the signatory nations.
10. Should a signatory nation withdraw from this treaty, due to death or otherwise, all currency held in accounts registered in that nation shall be removed.
11. This treaty may be amended with the approval of a majority of all member nations.

You're proposing a material change to the treaty - how could you not have seen the need for a debate? Also - give a precise timetable to the period of debate allotted and then provide a clear outline to the voting process, including the length of time available to members in which they can cast their votes.GilesMelang wrote:I do not see the need for debate but if that is what you want,

I was afraid it would end like this. You wanted too much, too fast. National governments will not co-operate and will only leave the SCUE worse off.

Have we not given everyone two weeks to debate and an additional
week in which to vote? If some need additional time to ratify, we
will give them that time. Jack, please do not lose faith in Project
6270 so quickly. Plan A still has plenty of time left to succeed. And,
in the end, everyone gets what they want.

Noting that there are few, if more than one, enthusiastic people about it and bearing in mind how likely it is for Shireroth to leave, why is it worth investing time in this project? I do not mean to offend anyone, just trying to collect some valuable argument about the SCUE.

Constancia I see no record of being a member of SCUE
at this time; forgive me if Constancia is currently already
listed, but under a different or older name.
Check out the bank! Create an account and try
it for yourself.
SCUE's problem is not with the bank technology or software
but that the bank has no way to lend money or earn interest,
unlike a real bank, which is one general reason for its current
problems. But as you can see, I am proposing a solution.
It is great. I think it needs more security
work, but that can come when ari or Andreas have time. As
for people wanting to leave SCUE, they are in fact few in number
outside of Shireroth and associated nations. Flanders, in fact,
is advertising their nation now, specifically targeting Shirerithians
who want to keep their money on SCUE, claiming also that they
have low taxes, and therefore would be a suitable place for them
to move their money.

Natopia is discussing leaving as well. Not many active nations left. You killed the SCUE, unfortunately. Might be time to admit it.

This is an official debate thread. Please avoid personal attacks.
Instead, make reasoned arguments. As for Natopia leaving, this
is a voluntary organization and given the problems SCUE has had,
departures are not to be unexpected, although I wish that they would
be patient enough to wait to see the changes we plan to implement.
