Allowing citizens on the Council to vote

I think that to save time on minor cosmetic changes, like renaming a city, basically anything that doesn't involve expansion or reduction (I phrase it this way, so that there's no confusion in situations like a modification/expansion claim), we should allow citizens of that nation who are on the Council to vote. I hardly think bias is an issue on such minor changes.

I have always thought cosmetic changes like internal border shifts, up or downgrade of city sizes, names, flag changes, etc. should be reviewed more than voted on. Instead of waiting for 'approval' the claim just sits around waiting for someone to point out a problem (such as someone changing their capital to 'Fuck-a-Tania') by the next time the map is updated. As an unbiased Cartography organization we're not in the business of telling people what they should do with the land they have really, just making sure that the distribution of territory is appropriated correctly. Instead of setting precedence for allowing people to vote on their own claims, I'd much prefer making that kind of shift instead.

Joe's suggestion would speed things up a bit, but wouldn't necessarily mean such claims are accepted before the next update.

Ari's idea is sorta radical - in MCS terms :P - but could definitely work effectively, especially if we have a run of nations changing their city sizes after we finalise the extra symbols being added. Plus, this approach has actually already been unofficially agreed for flag changes. We'd probably have to reword the Charter - unless it already includes something about "Council discretion" regarding claim acceptance, I'll have to check - but we should be able to do it for very minor modifications which don't affect a nation's external borders :)

If you used Ari's suggestion, you'll see a lot of minor claims being posted on Saturday :P

Perhaps. But unless they've included anything risqué on it - I think the last dodgy city name we had was circa 2009 though - there shouldn't be anything which would mean they'd want less people to see it. And anyway, submitting things earlier gives me more time to make any necessary changes to bring it up to claimsmap standard before the update, so if they submit it too late, it might not get on it :wink:

So... I propose that any modification of cosmetic sort which is reported to the Council on Thursday (or Friday) or before should be added on the next update unless a member of the Council objects. Mods added later would have to wait a week, unless they're voted and accepted (just a proposition, because I wouldn't stand guys who propose a nasty mod on Saturday and require it to be added as no one objected to them).

I thought about reserving a right for the AdGen to veto it when he discovers something disturbing when adding a nation, but it's effectively before announcing the update, so it just counts as regular objection.

Well, in the end, since Crait manually updates it's not like it can slip through too hard. Though I do think there's merit to the deadline so that people don't just submit an hour before. Either way, it will streamline the process and is a little more cartographic-y. We're primarily recorders right? I've never seen the need for draconian control if we're just keeping track of what people are up to.

The Friday "deadline" Pawel mentioned sounds like it could work. Enough Council members would visit over the Saturday and earlier parts of Sunday to be able to mark any opposition they may have, so nothing should be problematic. If there's anything which does get commented on with some objection, then we can move it to a vote to see if a majority accept it :)

EDIT: Just remembered this will also help with situations when people change/add to their original modifications later in the thread. Will mean not having to update the voting threads :P

Remember we have a Charter and if we don't abide by it we have to change it. Changing it requires the members (i.e. the countries) to agree to it in a vote.

I like Rook's suggestion. Seems like a more streamlined and efficient way to manage minor changes.
