I think the creation of new currency should be tied directly to the joining of new real people. When someone registers their first account, they get some newly-minted money. New nations of old people only get money if someone cares enough to invest in them.

But what degree of "effectively going", exactly, is required in order to qualify for membership? Currently, only sincere micronations have membership; but with open membership, there's the incentive to create bare-minimum-effort "fake" nations, like shell corporations.
