If there are defenses posted for the city (and have been for months), yet not OrBatted ones, would it still be allowed to use them in defense of its people?

some would flee out of the city, some would flee into bunkers, and all would be well aware of how to escape the city (again, seeing as i have had cities leveled multiple times, i would make it very obvious for any citizen how to escape if the city were attacked. especially during a war) So civilian ...
