When the Brettish have met the 3 month rule can they not claim a small bit of land and then wait for Batavia to go under before claiming the isles? Getting people to join your nation is hard. I recommend asking friends or people you know. Maybe if you are part of any communities? Like forums or groups on facebook. That is a good way to find people.
