Resolution on the Situation in Elwynn

Mister Secretary-General, the Calbain delegation is shocked by the display of violence, the use of weapons of mass destruction, and the killing of innocent civilians during the Elwynnese conflict. Though Calbion supports the call for liberty by the Free Republican government, these atrocities must stop immediately, and this is not the time for debate.

Therefore, we propose the following resolution:
The General Assembly of the Micras Treaty Organisation

CONSIDERING the ongoing civil war between two factions each claiming to represent the legitimate Elwynnese government;

RECOGNISING that neither party has sufficient international support for their respective claim;

RECOGNISING the immense loss of life and the terrible destruction that the conflict has caused;

OBSERVING that both parties have made use of weapons of mass destruction and the deliberate targeting of innocent civilians;

REJECTS, without hesitation, the ongoing violence in Elwynn and calls upon both parties to cease hostilities immediately and come to an agreeable settlement of differences.

APPOINTS, from the Micras Treaty Organisation, a neutral arbiter in order to lead peace talks between the two parties.

The situation in Elwynn, with countless millions dead overnight upon the seven nuclear explosions in the larger cities of the country, requires us to act. We cannot remain silent at the atrocities committed there, nor act as if this war is political. It is not, it is counter to all reason, humanity and emotion. It must end now.

Kamilla Winther, Princess for the Ardashirshahr clique, must also face trial for crimes against humanity and crimes against war. She instigated this war, she alone bears responsibility for the scores of deaths. Only she can end it.

Unless the Livvists in the south of Elwynn agree to arbitration, there will be no peace, and no arbitration. The democrats of the North have since the very first day of the war called for arbitration, peace talks, and an end to the evil violence committed by the wicked-hearted southern Livvists, led by their Livvist-in-Chief, Kamilla Winther.

The motion by Calbion here will not do anything unless Kamilla's cold heart of stone is softened. Rather, the international community must aid the Northerners in bringing down the corrupted government of Kamilla Winther, her regime must die, and in place the legitimate and democratic and constitutional government, now in Wolfraven, be given all recognition and support that this organization can muster.

We cannot be neutral. We have to act. Kamilla must fall. Elwynn must be freed. I call upon all nations here to join in the effort in cleansing the orchid soil from the Lestian filth that corrupts it. We must cleanse and we must save. Elwynn's cause is our cause.

May Elwynn prevail, though at this point, it is up to us to make it so.

We have been following the recent events quite a lot and feel deeply saddened. Nuclear weapons that use only to prevail in war are a problem not only for the people of the continent, but for the whole of Micras.

Cities of historical importance were brutally destroyed and people died, animals and plants were irradiated, mutation cases will be evident in the future.

We support Zeed and Calbion's statements and propose a ban on nuclear weapons, for the good of humanity. We strongly condemn the person who did this and welcome Sanama and our important ally Floria to withdraw their troops.

Politicians in Batho-Ntaswana, our newly established territory in Razjania, condemned Raspur Pact's use of nuclear weapons.

Sanama has formally condemned the use of weapons of mass destruction and as a consequence of this act withdrawn all troops from Elwynn. We support this resolution.

The resolution to establish a Mission and appoint an Arbiter shall continue to be debated the standard week after its initial proposal. Voting may begin on Saturday.

The attacks on Elwynn have cast serious doubt on our allegiances and priorities on the continent. We support this resolution and its mission to bring peace.

The Natopian delegation is supportive of the General Assembly debating this topic but will not comment further.

The attacks on Elwynn are an affront to humanity. We unequivocally support this resolution and encourage everyone else to support it as well.

The use of nuclear weapons in this civil war is unacceptable and the nations responsible for supplying these weapons to both sides must be held accountable as well. We support this resolution.

Have all delegates spoken who wish to? Is there a motion and second to begin voting? The scope of the Resolution, as proposed, establishes an MTO Arbitration Mission to Elwynn, and thus requires only a 3/4 majority in support to pass.

Ayesha al-Osman (Elwynn): This resolution is deemed to be unnecessary. Our scouring of the rebel bastions, and our success in enduring their perfidious counterstrike, which was shamefully facilitated by hostile foreign powers, broke the stalemate and permitted the Union Defence Forces, assisted by the Black Legions and the forces of National-Humanism, to finally push into Amokolia and Upper Elwynn, restoring order and administering justice upon the unrighteous. We are greatly satisfied to confirm that the last remnants of the rebel regime have been expelled and confined to Cimmeria and Raikoth. We are content to let them dwindle and perish there. After all the sacrifices that have been endured to bring about this victory we will not permit that noble achievement to be undone. Any attempt at enforcing a mediated settlement will be opposed. We are content for the surviving rebels who remain under arms to dwindle and perish in the high north - their bleached bones scattered amongst the tundra and ice bears, along with the scorched ruins of seven cities on the mainland, will be a warning to the next ten thousand generations of the unbearable price that comes from defying celestially ordained authority and the human supremacy.

His Excellency the Praetor sends his opinion in agreement with the Elwynnese delegation. The war has already all but ended, and a de facto cease-fire enforced. Forcing an artificial mediation on the country will violate its already-tenuous sovereignty and threaten yet another outbreak of this unspeakable violence. As a people that, for much of its history been long subject to existential threats from all quarters, it sickens us to see this organization contemplating the concept of becoming yet another factor that endangers their all-too-delicate peace that would preserve their existence.

The Hexarchy encourages the Micras Treaty Organization to send as much humanitarian assistance as it is able. However, it must let Elwynn decide its path forward, while nonetheless holding the original parties to this atrocity responsible for their actions. This, additionally, may also be done through means that preserve that ancient nation's newly regained stability, even if at great cost to themselves. In this sense, we encourage others to do as we have and provide humanitarian assistance to those affected by disasters while the political climate stabilizes enough to address those issues later.
