Resolution on the announcement in Benacian Union

Mister Secretary-General, the Batavian delegation is very concerned about the situation in the Benacian Union, of which its participants are members. The Benacian Union has announced that all remaining practitioners of Umraism, resident in Chryse, Elwynn, and the UGB, would have until the first day of 1703 AN to renounce the faith and make the sacrificial offerings required by the Covenant. Those who refused would be given the choice of either being deported or of a whole life term enlistment with the Benacian Labour Reserve.

Batavia does not consider freedom of religion and freedom of conscience fundamental rights that can be restricted or taken away at will.
Therefore, the Batavian delegation calls for the rejection of the announcement and permanent recognition of the fundamental rights to freedom of religion and freedom of conscience.

Therefore, we propose the following resolution:
The General Assembly of the Micras Treaty Organisation

CONSIDERING The announcement of the restriction of fundamental rights for a certain group by the Benacian Union;

RECOGNISING that fundamental rights cannot be restricted or abolished at will;

OBSERVING that the religion in question is in no way a demonstrable threat to the Benacian Union;

OBSERVING that one of the members of the Benacian Union is hosting the headquarters of Micras Treaty Organisation;

REJECTS, without hesitation, the announced restriction of fundamental rights against the followers of Umraism.

CALLS for an immediate halt to the announced;

MOVES the headquarters of the Micras Treaty Organisation to 's Koningenwaarde.

Hurmu shares deeply the concerns expressed by the Batavian representative.

I should like to add that Umraism is not the only religious organization under legal restriction in the Benacian Union. The Church of Elwynn has been forced to change its fundamental theology and liturgy, with non-conforming clerics and congregants imprisoned.

Chryse is currently an unfortunate place for the MTO to have its headquarters. It should be best for the Assembly to carefully examine the issue. We should follow the precedent of placing the headquarters in a city that is neither USSO-aligned nor Raspur Pact-aligned. As such, the Batavian proposal of their own glorious capital should be discounted. Perhaps Hurmu's own capital, located by Lake Cashma ("peace"), would be a good neutral place while Assembly examines where it really would like its headquarters in these perilous times. Hurmu is an ancient pacifist nation, free from defence alliances, free of the Raspur Pact, free of the USSO.

Hurmu would therefore like to move to amend the resolution by Batavia, to read as follows:

RECOGNISING that fundamental rights cannot be restricted or abolished at will;

REJECTS, without hesitation, the announced restriction of fundamental rights against the followers of Umraism and the Church of Elwynn.

CALLS for an immediate halt to the announced;

MOVES the headquarters of the Micras Treaty Organisation temporarily to 's Vesüha–Huyenkula, while the General Assembly deliberates on the permanent location of the headquarters.

Ralgon:

The Imperial Government of Ralgon would push through the Senate an act in support of this measure.

Umraism has a strong history of priceless contributions from its loyal adherents in our nation. As such, we would strengthen our support in that we would welcome such refugees into our borders.

The Hexarchy

The government of the Hexarchy concurs with its valued friends in Hurmu in that this event is of deep concern to us. Not only is the basic freedom to peacefully practice religion under threat, but the once-vaunted neutrality present in Chryse has also ended in violence. Pending word from our friends in New Alexandria, we would also support the relocation of the Micronational Treaty Organization's headquarters to a well-developed, neutral location.

It is the pleasure of the High Presidium of the Benacian Union to inform the secretariat and delegations of the Micras Treaty Organisation that its leave to remain upon Benacian soil and resident in the city of Chryse has come to an end. Delegates, along with their staff and dependents shall enjoy a forty-eight hour period of grace in which to depart. Any who fail to depart within the specified time shall be considered to have voluntarily placed themselves at the disposal of the Benacian Union and will be drafted into the Benacian Labour Reserve accordingly.

Further, the Benacian Union can confirm that the Free City of Chryse, the Greater Elwynnese Realm, and the Unified Governorates of Benacia shall be withdrawing from the Micras Treaty Organisation, effective from the instance of this notice, as well as from any and all treaties associated with this organisation.

Any attempt by any party to apply with writ of the Micras Treaty Organisation within the sovereign territory of the members of the Benacian Union will be decisively rebuffed. The heretical canker of Umraism shall be fully excised from our lands. No power opposed to us can prevent this. The very breath of life shall be withheld from all who refuse to pledge their soul to the most sacred covenant in their deeds, in their words, and in their very thoughts. The perfection of humanity as creations bound in obedience to the Will of the Highest Divinity shall be attained, no matter the cost.

Gentlemen, please be assured of our continued highest consideration.

The Kingdom of Meckelnburgh agrees with the concerns laid forth by our fellow members. We also believe that the organs of the MTO must be moved outside the major alignments of the globe. With the continued discontent on Benacia, we fear the MTO's continued presence there. On the contrary, the northeast of Apollonia remains a peaceful, non-aligned corner of the world with strong regional cooperation, free of entanglements. We support the movement of the headquarters to Meckelnburgh or Hurmu.

The Calbain delegation is horrified by the disgusting scenes playing out in Benacia, especially in occupied Elwynn. The unlawful annexation of Chryste, once a city bustling with energy and trade, has left its citizens vulnerable in the tight clutch of the demonic eagle of Raspur. Under Verionian leadership, Chryste was a safe haven, and it was right to elect it as the host location for this esteemed Assembly. Now, however, those glory days are behind us. It is therefore prudent to find a new location. We applaud the Batavian initiative to stand for equality, and to recognise the disasterous influences of the Benacian Black Menace. Similarly, we applaud the effort of Hurmu and Meckelnburg to join in this proposal.

Given that the location of the MTO needs to be lifted above suspicion, the Calbain delegation poses that the new host city of the MTO Assembly should be in a neutral country. As Batavia regretfully has surrendered its long-held neutrality in favour of USSO membership, 's-Koningenwaarde cannot be considered.

Unfortunately, however, the so-called National Humanists also have their presence in Hurmu. Mister Al-Osman serves as Prime Minister. Knowing the scheming ways of the Raspurid, we can not consider Hurmu a suitable location for the MTO.

As to the candidacy of Meckelnburg, the Calbain delegation believes that the MTO should reside in a state of some international standing and therefore this cannot be an option. Our delegation also wishes to strongly implore the esteemed members of this Assembly to unite, and not seek this important resolution as a way to advance some petty national interests.

Given that none of the three locations put forward are adequate to house the esteemed assembly of the MTO, we therefore propose to move the MTO's assembly to the city of Cherry Trees in Craitland, and to amend the resolution thusly:

The Batavian delegation was surprised and disappointed by the actions of the Benacian Union. The firm adherence to the policy that has been initiated is highly regrettable. Unfortunately, the discussion seems to be shifting to the location for the headquarters of this organisation. The reason the Batavian delegation wishes to move the headquarters in the first place is the policy of the Benacian Union. It would be an honour for the Kingdom of Batavia to receive you all, but that is not the main purpose.

We hereby call for a permanent rejection of the policy of the Benacian Union. Freedom of religion and conscience are fundamental rights that cannot be restricted. We have now received the first refugees, who are risking their lives to defy the recent fortifications on our eastern border. We ask the MTO for support so that we can offer these refugees assistance.

In response to fellow delegations:
We thank the Hurmu delegation for their support. The addition of the Church of Elwynn is valuable. It was not clear to us that those followers are also being persecuted.

We thank the delegation from Ralgon for their support. Also the commitment to take in refugees.

We thank the delegation of The Hexarchy for their support.

We thank the delegation from Meckelnburgh for their support.

We thank the delegation of Calbion for their support. We have no opinion on the legality of Chryste as part of the Benacian Union.

The proposals for various locations of the headquarters are of minor importance. We consider it inappropriate to discuss the location and which nation should be the host. For the sake of speed, we have a location in 's Koningenwaarde available, this can also be temporary. But let us deal with the important matters first, then that location of the headquarters will come.

Classic moves, accustomed to the policies of the Thrace Confederation Benacian Union. Apart from the Revolutionary Council, the Thrace Confederation enjoys freedom of conscience and religion and tries to suppress extremist movements. The Thrace Confederation saw the true face of humanism policies with the Razjanian incident in Eura. We invite foreign ministers and politicians to Kabyk, Batir is landlocked and far from possible attack.

The Islamic Republic of New Batavia supports the proposed resolution and also supports the proposal to move the headquarters to Cherry Trees.

It is obvious that religious tolerance and freedom of conscience are inalienable rights and that the international community should condemn the Benacian Union's actions in the strongest terms.

The question of a temporary headquarters for the MTO needs to be settled quickly, and in that process it would be unwise to place it in any country that is not a member of the MTO.

Hurmu is officially a neutral country and a member of the Xäiville Convention. It has good and friendly and cooperative relations with many anti-Raspurid countries, such as Calbion, Batavia, and the Great Apollonian Empire. Moreover, it has friendly informal relations with Princess Eki Verion's government in Vanaheim.

The Batavian delegation is very disappointed with the discussions in this meeting. The focus on the location of the headquarters is greater than the focus on the victims of the Benacian Union's inhumane policies.

To be clear, our suggestion for a headquarters in 's Koningenwaarde was intended to get the headquarters out of Chryse quickly and without much discussion. Now it is being construed as if that was the point of our resolution.

The Kingdom of Batavia is now receiving increasing numbers of refugees from the Benacian Union. We would like support for the reception of these refugees.

Now that the Benacian Union is no longer a member of this organisation, we would like to discuss further measures to persuade the Benacian Union to abandon its destructive policy.
