Reforming the Organization
THE SECRETARY GENERAL:
Honourable Representatives,
The MTO has suffered greatly lately. It has had a lack of activity in its leadership, while allegations of genocide among our members have surfaced and not been investigated.
I am therefore beginning a programme of reform for our organisation to make it more workable.
I have asked the Administration to create sub-forums for each of the treaties, to allow for the state parties of each treaty or convention to discuss the future direction of their respective treaty.
Other questions I would like us to consider:
Purpose
What is the purpose of our organisation? Why are we members of it? What good does it do us?
I sense there is a need or want for a forum where the countries of Micras can come together and discuss things. However, it is impossible for us to do anything binding.
I'd like us to consider what the purpose is, and try and formulate a purpose that we can agree on, and move on from.
Values
What values does this organisation have? What should they be?
What can the MTO be?
What do we want the MTO to do? What kind of powers?
One proposal I have heard is that the MTO ought to be given powers to do binding things, such as issue sanctions on countries that do not abide by the decisions of the MTO or the values of the MTO.
Another proposal I have heard is the one where members give the MTO the power to issue a mandate to govern the country for a temporary period of time. Say, for example, if a country is going inactive, the MTO can step in, send a mission (in character) to that country, help get it back up on its feet again (focused activity on the wiki or forum for that country).
Any country that has active resolutions against it (or is considered under a resolution) cannot leave the organisation, otherwise membership could be freely voluntary.
Another completely different thought is to make the organisation larger under the FMF principle, whereby each MCS country becomes a member of the MTO automatically unless actively leaving the organisation. That way, the MTO can be a political, diplomatic counterweight to the MCS, and could help mediate between disputes, and, if parties and the MTO willing, issue binding resolutions on the disputes. A greater role for the MTO Court could thus be envisioned.
I am throwing out ideas here, just to provoke some discussion, to see what direction we wish to take.

We should also make the MTO a trade forum, now that we've abandoned forum based economies, banks and other things, and are instead trading in character. Some of the treaties should be made into general pillars of the organisation, and some could be abandoned. We could also reform the court to an arbitration court, with binding resolutions. The commission could also become something akin to the Security Council. All of this of course while considering national sovereignty.

Calbion has no interest in being part of something more than a general platform for intermicronational discussion and norm-setting.

This would be interesting. Nothing wrong with nations claiming oil, etc., but at least make it so its tracked what is where (so it doesn't simply disappear the month after), which nation trades with which, simulate values of the currencies, etc.

New Batavia also agrees to this
New Batavia is part of the MTO for its being an international meeting place, and for its ancillary treaties.

There appears to be no consensus moving forward with any reform of the organization.

That's a hard conclusion.
New Batavia is not against a reform. I think especially the ancillary treaties can use some updating.

I have created (with the help of Craitman) forums for each of the treaties where the state parties can discuss how and if they wish to move on with those treaties. Feel free to make suggestions for those treaty forums you would like.
