Sec-Gen dead, elect new Sec-Gen

Honourable Members,

I regret to inform you that the Secretary General, Jan u-Samil Spiik, has died, along with his wife, Ellen Aarevalla, today in a car accident involving a dragon, in Liderai, in Hurmu.

Jan Spiik was born in Vesüha in 1645 to Samil u-Layn, a school teacher, and Anna Spiik, also a school teacher. Samil is an ethnic Hurmudan and Anna an ethnic Lakkvian. As such, Jan was raised in a bilingual, bicultural home. Upon starting university in 1664, Jan was active in student political movements. He graduated in 1670 with an engineering degree. In parallel to his work as a biochemical engineer, Jan was a local councillor in Nururfiskarvik (a coastal town in northern Hurmu, then Lakkvia) for the Edasi Hurmu party. In 1674, he was elected to the Parliament of Lakkvia. He became the party leader of Edasi Hurmu in 1679. In 1686, the local Lakkvian elections saw a surprise upturn for Edasi Hurmu (who was now campaigning for the establishment of an independent Hurmu state in northern Lyrica). Jan Spiik was therefore invited by King Craitman VII to form a government in Lakkvia with members of other parties. His new government initiated the 1689 referendum on forming a Hurmu state. With the people resoundingly voting in favour of union with Hurmu, he negotiated and signed the Vesüha Accords with the Hurmu Trust Territory, and was named interim prime minister of Hurmu until the 1690 Parlerment elections were over. In these elections, he was elected to the Senate of the Lakes. With his wife, he lead the Senate's committee on foreign affairs. Unlike his wife, he stood for re-election in 1695, and he was duly reelected. Re-elected also in 1701.

Jan Spiik is married to Ellen Aarevalla, a Lakkvian novelist. They have three dogs, and live in the outskirts of Vesüha.

In 1702, he was awarded the Grand Cordon of the Order of As-Saif by Salah Ad-Din Al-Lusirni, the Sultan of Kurum Ash-Sharqia, and in 1712, to Çakaristan's Order of Çakar (first class)

In 1704, he was elected Secretary General of the MTO. As secretary-general, he has overseen the "divorce" of the Convention on the Laws of the Seas from the MTO, as well as the establishment of a new treaty, sponsored by Çakaristan, the Convention on Civil Aviation.

On 11.VI.1714, Jan Spiik and his wife Ellen Aarevalla were travelling in their autonomous self-driving car on the Liderai–Huyenkula highway, when, the car was derailed by a dragon's tail hitting the car. Following the derailing, Spiik and Aarevalla died from their injuries in Liderai General Hospital some three later.

We declare peace upon the memories of Jan Spiik and Ellen Aarevalla.

The Benacian Union presents Linus Truls Thorgilsson as its candidate for the position of Secretary-General. Linus is an experienced diplomat, thoroughly familiar with the local conditions of Hurmu and capable of interacting with democratic systems with admirable restraint. You may be assured that, if elected, he would treat the MTO will the solemnity and respect that it most assuredly deserves.

Honourable Members,

As stand-in for the deceased secretary-general, and in the absence of the deputy speaker, it has become my duty to ensure that we can move on. We are all grief-struck from this tragedy, so much that it hinders us from even having a discussion or eulogy over our fallen leader. As such, I am, with some irony, grateful for the Benacian Union at this point not relying itself on or guiding its decision by emotion.

Under the rules governing the Assembly, I'd like to remind the members of it that we have until the end of Friday to nominate candidates. On Saturday, voting will automatically start.

On behalf of the Emperor (who has other pressing duties to attend to), Imperial Federation supports the candidacy of His Imperial Excellency, Emperor Emeritus Nobunag'an IV.

While His Excellency is of a very advanced age, he is still remarkably hale and healthy. He has well over a century of experience in affairs of state, and has dedicated his entire life to the well-being of those under his guidance. His Excellency Nobunag'an Ral is easily our most distinguished and experienced diplomat, and perhaps the single most revered individual in the Imperial Federation in recorded history. He served for 78 long years as Emperor of Ralgon, and spent his entire post-reign life in public service. He also spent the past 10 years as ambassador of the Imperial Federation to the world at large, most notably in the court of our fellow Raspur Pact member Nouvelle Alexandrie.

If His Excellency is elected, he will treat the Micronational Treaty Organization with the same rigor of fidelity, grace, and strength of spirit that the Honorable Jan Spiik provided to this august body, and will only serve so long as he possesses the Organization's mandate.

[VOTE] Sec-Gen Election

Honourable Representatives,

We have two candidates for the position of Secretary-General of the Micras Treaty Organization:
We will now begin voting. Voting shall continue until the end of 24.XII.1714 [end of Saturday the 26th, anywhere on Earth].

Each member state of the MTO is eligible to vote. The rules state: Members shall vote for one and only one candidate or, if believing that no candidate is satisfactory, refrain from voting for a candidate and instead vote "no to all candidates". Voting shall continue for 1 week.

These are thus the options:
  • Linus Truls Thorgilsson
  • Nobunag'an Ral
  • No to all candidates
Any other option or phrasing will cause the ballot to be spoilt.

Honourable Representatives,

Voting has now ended. We have received votes from fifteen member states (Benacian Union, Çakaristan, Cisamarra, Constancia, Floria, Highpass, Imperial Federation, Hexarchy, Hurmu, Nouvelle Alexandrie, Sanama, Shireroth, Valora, Western Natopia, Zeed), giving us a turnout of 62.5%.

Nine countries (37.5%) did not vote (Eastern Natopia, International Mandate, Kalgachia, Kurum ash-Sharqia, Meckelnburgh, New Batavia, Normark, Tellia, Vegno).

Out of the votes received, five were for Nobunag'an Ral (Çakaristan, Cisamarra, Imperial Federation, Sanama, Valora), corresponding to support from 20.8% of all members, or 33.3% of the voting members. Ten votes were cast in favour of Linus Truls Thorgilsson (Benacian Union, Constancia, Floria, Hexarchy, Highpass, Hurmu, Nouvelle Alexandrie, Shireroth, Western Natopia, Zeed), corresponding to support from 40% of all members or 66.7% of the voting members.

With a majority of cast votes being for Linus Truls Thorgilsson, I hereby declare him duly elected Secretary-General of the Micras Treaty Organization, taking the office with immediate effect.
