Thank you Mr. Secretary-General for opening such important discussion.
The representative for Pontus makes the initial observation on Clause 6 of the MTO Treaty and its sub-clauses. Pontus suggests that members come to an agreement to further specify provisions of MTO missions, such as command and operation of such an initiative.

Talenore suggests that such regulations should be made in the resolution creating an MTO Mission, since not all missions will be the same.

perhaps we should add a provision for the possibility for nations to gain observer status, conferring certain rights within the MTO, like a voice in the General Assembly for example.

I honestly don't know what such an observer status would add as benefit. It sounds nice, but because members can chose which treaties they join and which they don't, there is absolutely no benefit to it (or perhaps I missed it).

It's more in the "why not" department. We only organise about 1/3 of Micras, perhaps observer status could be a precursor to membership.

Yes, but what would observer status mean? Members who only sign the membership treaty don't have any obligations, so are de facto all observers until they join the sub-treaties...Malliki wrote:It's more in the "why not" department. No obligation yes, but they get a seat and vote in the GA. Observer status could grant you a voice but no vote. Regardless, we need a way to be more attractive to non-members. Our goal should be to organise all or most Micran nations.

I agree with Malliki that it's a question of "why not", we may as well add in the facility. While I'm wondering who on Micras would actually want observer status, who would not also want membership immediately, it might be useful in the future.

Maybe autonomous subdivisions or protectorates could have observer status? (if allowed by the entity that controls the protectorate's foreign affairs).
