[Dialogue] Aldurian Water Crisis

The President of Alduria, called upon by the Parliament of Alduria to do so, has risen to speak in the General Assembly to ask for help in the Aldurian water crisis:
Esteemed delegates of the Micras Treaty Organization,
It is humbling for me to speak tonight in the presence of representatives from nations all around the globe. I am Alejandro Campos, President of the Republic of Alduria.
I serve a people building a future for themselves in the rough environment of the Euran continent. We are a nation of hardworking people, having endured statelessness and tragedy. From the ashes of pain and destruction, we are now forging a new country for our children and their children, for posterity.
Over the last few years, Alduria has set itself in a strong path for growth and prosperity. Every day we see new buildings, homes, roads... new infrastructure all over the country, and these have been careful investments in our people. These careful and prudent investments have inevitably led to remarkable population growth. Our country slowly grows into a new home for all the Alexandrian and Caputian stateless persons that roam the globe. We slashed extreme poverty aggressively, we have built harbors, homes, hospitals, and schools.
But I don't have to tell many here that the continent where we have built our nation is tough. And it is the world’s most vulnerable region to water insecurity.
I believe all of us who are part of the MTO believe it is a place where we can all come together as nations and people to try to resolve our differences and unite in common action.
Today, Alduria faces a grave crisis. The combined impacts of population and economic growth, changing diets, climate variability, and the heavy pollution in Eura's rivers and bodies of water from years of war and destruction culminate in an ever more challenging horizon for water.
This is perhaps the most fundamental threat to my country's continued progress and one that I would like to elevate this struggle to our friends and neighbors in the Micras Treaty Organization, and to the world's leaders, policymakers, and financiers.
Water, sanitation, and hygiene are fundamental to human development and progress. When people have better access to sanitation and water, they are healthier – of course – and they can also work more productively, live more fully and contribute more to society.
Alduria's current potable water reserves are at a critical point. Storage levels at many water processing and storage facilities are, on average, down to 14.62%. The entire country is under drought advisory as we scramble to take decisive action to delay the worst.
With major infrastructure projects to alleviate this problem under construction, we have taken decisive action to plan for the future. But we still face the depletion of our reserves in the short term. We have enacted water rationing, we have given our people money for improvements in their homes that cut down on leaks and reduce consumption. We're working hard to help ourselves. But we still need more.
The people of Alduria humbly ask for help from the nations of the world to address this grave threat. The survival of our country depends on it.
