[Discussion] MTO Headquarters - New Tymaria Location
So a long time ago, the General Assembly decided to establish a new independent city-state named New Tymaria to house the MTO's headquarters, General Assembly, and secretariat infrastructure.
We never decided on where! Let's hear some suggestions.
I think an island would be ideal. There's really only one green island that's not part of an archipelago or close to a country's sphere or influence or likely future expansions.
There was also some old discussion about it being located along the main international seaway, the Dyre Straits so that New Tymaria would become an international transport hub. There are a few small islands left and a little bit of open coast, but this is a popular place for claims, so that would be the only concern. I also just noticed Cira might be removed/reduced soon, so the Vatakan peninsula would also be an option and that was actually the original proposal for New Tymaria's location.

Placing the headquarters firmly between two major landmasses a far better idea in concept than placing them directly off the coast of an existing bloc's power. Given Aldura-Wechua is no longer a neutral party (being in the Raspur Pact), the Liberty Islands (the small ones in the east) would also be considered a poor choice in the way of maintaining both independence from bloc politics, and be favorable to neutral parties for its location.
As such, Ralgon would like to recommend those small islands highlighted in yellow in the below image. Even if it's close to the aforementioned islands near to Aldurian territory, their increased distance from other powers as well as their very central location between the two continents of Apollonia and Keltia make for a good choice in headquarters.
Alternatively, we can eliminate these issues by asking Craitland to host the organization's headquarters at either Vesüha (itself a georgraphically central location) or in Cherry Trees. We do realize that Craitland lacks membership in this organization. However, hosting it in an active neutral nation would guarantee that same independence this organization seems to be seeking so desperately.

Placing the MTO on the map will make a war that involves the MTO very likely at one point.

Chryse supports Ralgon's idea that Vesüha be made the new MTO headquarters. Formerly known as Huyenkula, this city used to be the capital of the pacifist Hurmu nation before its genocide. The people of Hurmu were known for their devotion to diplomacy, multilaterality, and peace. After the liberation of the Holy Lakes by the Lakkvians, the few survivors of the Hurmu genocide have bound together in Lakkvia and Craitland to keep upholding these ideals. I understand that the Palace of the Elenaran, built during the Menelmacari era in 1486 AN, would be available to host the MTO.

We take issue with the portrayal of the fate of the Hurmese as genocide. All that happened was that music was played and society collapsed.

I don't like the idea of putting the headquarters in a non-member nation. What incentive does Craitland even have to give up a city like that? Even if they do join? (which would be wonderful btw )

Having an HQ doesn't mean that you give up a city. The UN/LoN had HQs in Geneva far before Switzerland even joined the UN. The US hasn't given up New York because the UN is there.
Chryse supported an USSO idea, the other USSO half shoots it down. What an alliance.
In that case, Chryse offers itself as an international city and host. We are neutral (neither USSO nor RP), self-contained, and can make whatever arrangements as necessary with the MTO.

I concur with the delegate from Chryse. Headquartering in a city does not mean the city needs to be yielded to the organization. That said, we can send a representative to inquire, at the very least.
As for the Free City of Chryse itself, I cannot help but observe that Benacia is effectively one of the centers of Raspur activity. I do not doubt the resolve shown by the good people of Chryse to remain neutral, nor do I doubt their claims to be an international, non-aligned city. However, I doubt their neighbors are as magnanimous as all that.
This being said, why are we fixated on the idea of there being a singular headquarters? There can be multiple core offices, just as the UN has. Geneva, New York, and other international centers immediately come to mind. Selecting multiple HQ centers becomes a far less odious idea because we no longer have to worry about the MTO being too close to this or that group of allied nations. Selecting two Headquarters for the MTO in the interim seems like the most convenient solution possible to us at this time.

I know that, as I am not yet an MTO member, I may have not the right to do that, but I would like to informally propose this thing (and I will do so as an individual, not as Graecia):
I have a nation on the NationStates platform, which I am thinking to move on Micras. If I finally do, I offer it as a possible position of MTO headquarters (it would be truly neutral, as I would focus more on Graecia rather than it.)
A second proposal would be this: If we make an independent nation the headquarters of MTO and not a city in an excsisting nation, It would be a good idea for this nation to be somehow jointly administered by all of us (eg, make it be governed by a council of all of us).
I again apologize if these 2 proposals are void because I am not yet a member.

It is the position of the Greater Elwynnese Realm that the only suitable location for New Tymaria is in the Norfolk Isles. The reason for this is that those islands contain the site of the ruins of Tymaria City, the home of the Micras Treaty Organisation's illustrious predecessor the Small Commonwealth. The centrality of old Tymaria is such that the city was the site through which ran the prime meridian of this planet, as devised by the ancients. The situation of the isles are also eminently advantageous, being situated athwart one of the world's major shipping lanes and ideally placed to serve as a transportation and logistics hub connecting two vast continents.
There are those who would argue for placement away from the spheres of influence of the great alliances but I would counter that it is better by far, if this organisation has any hope of regaining legitimacy and relevance, to place the state that will house the organisation's headquarters as close as possible to the centre of the action. For the MTO to be vital, the world powers must have a reason to come together in its halls, and to value its counsels.
There are those who would argue for placement away from the spheres of influence of the great alliances but I would counter that it is better by far, if this organisation has any hope of regaining legitimacy and relevance, to place the state that will house the organisation's headquarters as close as possible to the centre of the action. For the MTO to be vital, the world powers must have a reason to come together in its halls, and to value its counsels.

I think the MTO being its own city-state on the map with its own color will do wonders in actually reminding Micras that the organization exists and has a presence and is its own thing. Putting it in an existing city is the realistic Earth way to do it, but I don't think anyone would be happy going that route in the long run.
Keeping it as small as possible, in one location, will keep its footprint on potentially valuable land to the absolute minimum. While I agree with Eugene's second proposal, I think that's too ambitious with us all trying to govern the city state. I imagine the MTO city-state to basically just run in the background, and the MTO itself would never try to actually govern it with policies or laws or whatever. Just say "look the MTO is established in a fabulous, international city, its a modern marvel of engineering and inspirational architecture, its a prosperous cargo and passenger hub, and the world came together to build this" and then leave the rest up to your imagination because we will never sort that out.

The Ralgon people normally cannot condone the act of placing this organization's headquarters on the grave of its predecessor.
However, we can agree on Elwynn's assessment that the Norfolk Isles (formerly occupied by the now-deceased nation of Los Liberados) may be an effective place, strictly speaking from a geological perspective. The death of the nation of Los Liberados on its soil, combined with the passage of time, has also sufficiently cleansed the place, and with the correct rites the Ralgon government is convinced that the ghosts of the past will not come to haunt us.
Additionally, the Isles are sufficiently close to our mutual friends in Jingdao (for everyone is friends with Jingdao, or about to be) to better influence the isles' growth and internal harmony, should they fall victim to disarray due to this organization's intermittent... disagreements. To deter such possibilities, we also cannot allow the islands' management falling into the wrong hands, but we'll save the topic of their management for another date.
