Well last time we had this discussion it was assumed we could. Naturally if the MCS won't allow the application then that's that. However, technically it would be an "MTO city-state" that claims and hosts the MTO.
However, if I'm considered the "leader" of the MTO I'll have to step down from being Sec-Gen, Drak-Modan, Goetia, or Natopia to avoid the 3-nation rule.

Chryse is not in favour of establishing an MTO city state. Use an existing member state to host the functions. Chryse has volunteered itself. Other options include restoring Shirekeep, the original HQ of this organization, to HQ status again.
If Shireroth is too Raspury, and Chryse too Benacian, may I then suggest Pentyre?

For the record, non-members ought not to comment here.
There is no consultation with Craitland on the matter as there is no proposal to bring this to Craitland. If there is a proposal from this organization, obviously Craitland will be consulted. But this organization cannot consult Craitland on something it has not proposed. In order to propose it, the organization needs to agree to propose it to Craitland. This has not happened.

As Secretary-General, I offer a standing and permanent invitation to the Administrator-General of the MCS to speak in the General Assembly, especially when mapping concerns are discussed.

Building the city-state (option A) will require a huge commitment to activity and development that not many, especially many of the folks voting for option A, are even really willing to commit to anyway. Not to mention the rest of the cons: set up a weird precedent for international organizations to claim land, if it skirts past the three-nation limit it can trigger a rush to the MCS to file trolling claims to bogus in'tl organizations, etc etc.
Find a host city of a nation that is part of this organization. We shouldn't even be considering Craitland. They don't belong to this organization. The USSO claims them as a member too, which makes the whole point of putting it somewhere outside of the reach of both the blocs moot.
I'm personally okay with Chryste, but with many Alduro-Wechua diplomats being LGBTQ, if the organization settles in a nation that has established anti-LGBT policies, it will likely result in Alduria-Wechua leaving the organization.

Based on here and the discord poll, there is a clear preference for hosting the city somewhere in a current member.
I think every member should just go ahead and nominate one of their own cities and then we can decide going forward after that. That way no one can accuse anyone of bias for nominating their own city. We may even get an interesting compromise that way.

The People's Republic of Graecia would not like to nominate any of it's cities; it would be a great benefit for Graecia, it's citizens, and MTO in general, but the government believes that this will slow down Communist activities.
