[MTO Opinion Discussion] Condemnation of Chattel Slavery
The Natopian delegation would like to propose the following Opinion for discussion.
The General Assembly of the Micras Treaty Organization condemns the practice of chattel slavery.

Batavia would be the first to condemn slavery. We have a proud tradition of being a free people, falling back on our democratic traditions and institutions throughout time. We have seen the cruelties of serfdom and slavery during Shirerithian and Jingdaoese occupation. Nonetheless, we are these days still confronted with Stormarkians descendants within our borders, and the institution of slavery would be the closest solution towards their re-education. Therefore, we would most likely have to vote abstain, as we feel that it would be hypocritical to support the resolution while we are domestically pondering about introducing something likewise.

Elwynn supports the Natopian motion, and urges its allies in the Raspur Pact, including Shireroth, to vote in favour of this motion and to make such measures in their legislation to forever ban this feudal, anachronistic and anti-human practice.

Elwynn disavows the statement made on its behalf by the representative of Chryse. Slavery as an institution is an anachronism and ought not to be confused with rehabilitation and public work programmes, nor with special administrative regimes undertaken for the sake of certain categories of protected person - such as unreconciled adherents of the Vanic faith.
All this has happened before, and all this will happen again.

The Holy Ralgon Empire shall not infringe on the right of the common man to sell his labor in exchange for debts to either the state or to others, so long as it is not sold under duress. Wage slavery is an evil that must be stopped, and there are plenty of willing masters compassionate and able enough to provide for their employees who choose a life of servitude in exchange for freedom from harmful creditors, or to provide for their own families. Such masters always will, of course, be strictly vetted to ensure that each master (be it a government official or private citizen) is a compassionate yet firm master to his servants -- be they paid in coin or in kind.

"Chattel slavery, also called traditional slavery, is so named because people are treated as the chattel (personal property) of the owner and are bought and sold as commodities. Typically, under the chattel slave system, children inherited slave status via the mother (partus sequitur ventrem)."
Indeed, the wording of "chattel slavery" was specifically chosen to be a narrow definition of a specific type of slavery and avoid comparisons to other forms of forced unpaid labor, wage slavery, prison rehabilitation programs, or even serfdom (all of which would require more nuanced and separate opinions).

Ralgon maintains the position that it is a man's right to be able to sell and/or forfeit his freedom willingly -- that is, in exchange for coin or in kind. Those born into servitude must be paid wages commensurate with service, heedless of the faults of their forbears. The only forced labor that should be permissible is when one sells their freedom or forfeit such through transgressing against the state and against their brethren, and against the gods in turn.
Those born into slavery have no options for working into a truly free state, and are thus condemned to servitude without hope for a better life. Such conditions create desperation that, if left unchecked, easily lead to an unhealthy country. An elite that must, at all times, watch their back against the peasantry as well as themselves are far less effective at governance than an elite whose only grounded mistrust is in their fellow members of the country's upper (and ruling) classes.

Calbion naturally condemns this proposal. Slavery can only be found in the most backwards of societies, their representatives in this organisation may want to dress up their cruelty and inhumanity in some legal legerdemain, but let's hope that will not stand.
