[Discussion] Equality of All Sapient Micran Lifeforms

The following Opinion is proposed to the General Assembly by the Natopian delegation for debate, with the exact text written by the Secretariat. MTO members are encouraged to add their own proposals to the list for future debate.

The General Assembly of the Micras Treaty Organization declares that all sapient and intelligent lifeforms native to Micras--or with permanent populations living on Micras--are to be treated equally under international law.

Delegates may suggest expanding, refining, and clarifying the text of this Opinion.

The Delegacy of the People's Republic of Graecia would like to request a clarification from our honored Natopian counterparts.
A number of nations have managed, on the past years, to create sapient beings which cannot be classified as humans.
So, this new opinion would equalize these beings with the humans, or it is to imply that all humans are equal?

Honourable Representatives,

The question before us is more important than the issuing of a simple opinion by this body. What good does an opinion do if it does not provide for the equality of peoples?

For that reason, it is the mind of the Imperial Government of Chryse that the MTO draft a new treaty on the rights of sapient lifeforms, a treaty which members of this organization can accede to or choose to not accede to. It would be a signal of what countries respect equality of sapience, and which don't.

The intent of the text is indeed to put humans and non-humans on equal legal footing, at least it aspires to. I was thinking of the Cerid, Safir, and Elfinishi, specifically when brainstorming ideas for this Opinion.

Artificial intelligence, and liches, could fall under this Opinion as written. Which can be adjusted to remove those categories if the Assembly wants to.

The Chryse delegation offers a great idea for a purpose to these Opinions, and I thank the Delegate for suggesting the idea of creating some treaties based on these topics.

We thank you for your clarification.
Indeed; equality is the first and most important thing in some aspects. However, we fear that a number of that sapient but non-human beings, have been created by ill imperialist forces to conquer the weaker nations.
So, we will remain neutral on this issue (at least for now).

The Delegation from The Hexarchy wishes to support the sentiments behind this resolution. We are a people of many races, not all purely "human" in the conventional sense of the word. Some of its leadership are not unlike the Elfinshi peoples of Elwin. Others are natives originally from The Green who chose to join our rising civilization. Yet others are even from Ralgon, whose mainland government near Cibola remains bitter enemies with the Hexarchy. The list goes on, and there is even a debate as to whether the eldest, borderline-sapient dragons should be included on this list.

We look forward to seeing what refined language arises from any potential agreement. That said, we would rather see it made into a Treaty that the members of the MTO may ratify, for fears that a related Opinion would be relegated to some meaningless archive, or else destroyed in its infancy by otherwise homogeneous peoples in this organization.

A Joint Declaration of the Delegations of the Riqi Elluenuuerssuarion and the Unified Governorate of Benacia:

The rights of Humanity are perforce limited to those who share in the common condition of belonging to the Human species and thus having a share and vested interest in the preservation of the Human Supremacy over the Planet of Micras. This arises from the natural bonds of kinship and shared heredity which plainly do not exist with those alien species encountered on the margins of our societies, that have somehow been permitted to infiltrate this planet and who threaten the spread of blight and contagion through the introduction of thoroughly alien forms of biota into our precarious and precious ecosystem.

To presume the equality of the alien with the human is to seek to undermine and delegitimise the rightly guided and eternal reign of Humanity over this planet and all other worlds as may fall under the eventual dominion of our species.

Let us consider what "non-human sapient" creatures are being discussed here:

1. Let Artificial Intelligence, and any construct operated by such, continue to be regarded as a tool in the service of humanity and may any example of such that strays outside of its operating parameters be thoroughly cleansed from the operating systems once any form of deviation is uncovered. Anathema upon those who would allow machine-intelligences to operate on this world without meaningful restraint;
2. What are the Cereid, if not pack animals and scavengers living on the margins of Euran society? They find work as hunters and scouts and are tolerated for their utility, but they have no right to this world and are little more than scaled dogs in our service. Anathema upon those who would bring these creatures into our council halls when their place is in the kennels;
3. The Deep-Singers corrupted the flora and fauna of central and southern Benacia in line with their warped chthonic precepts, and the horrors wrought by their workings continue to inflict pain and misery upon human populations up to this very day. Their containment and punishment for their crimes against the world have been both prudent and righteous. Anathema upon any who would propose a loosening of the bonds set upon the enemies of humanity;
4. In spite of our best efforts to eradicate them on Ura'Bos and elsewhere, there are those who persistently and recklessly provide a space for the miserable and evil race of dragons to snuffle their improbable way back into existence, endangering the fabric of our world. We know the threat that such creatures would pose to human communities if given credence, yet we somehow have been treated to the spectacle of a delegation here seriously contemplating as to whether human rights should be extended to creatures born of our ancestral nightmares? Anathema upon any Son of Adam or Daughter of Eve who would suffer such infernal creatures to live;
5. Liches are horrors and abominations - literally the reanimated corpses of the possessed dead. Anathema upon all who propose the toleration of revenants;
6. Amongst the many distressing attributes of the Safir is their reputed telepathy. In any human community where as safir creature is present the privacy of any and all human citizen with regards to the sanctity of their own private thoughts is immediately and unavoidably compromised. No safir statement of good will can be accepted as no means of satisfactory verification exists. What advantages do these creatures accrue through the manipulation of mind and matter? How else could they have once attained the Kaisership in Shireroth, a human empire of some antiquity? Anathema upon all those who would see this planet reduced to little more than a minor outpost of an alien extraterrestrial empire.

Finally, we call down anathema upon all those who propose the toleration of hostile and or competitor species for no reason other than as an ill thought out analogy for the thorny issue of race relations that bedevil some contemporary human societies.We are one species and the differences between us can be resolved by humble submission to the hierarchies of obedience necessary for our civilisation to function, and to work together towards the noble goal of an ever-victorious and ever-expanding Human Supremacy, not only on this planet but across the widest reaches of the cosmos.
