Sure looks like a non-aggression treaty with provisions for military access to me. As well as Jingdao benefiting from piracy since you levy a 10% charge on pirate goods sold in Jingdao, as well as Jingdao harboring pirates in your ports. Can't Jingdao be honest about its intentions at least?

That these goods are pirated is just an assumption on your part. The Holy Grand Empire likes to think better of the people we barter with, we do not feel there is any reason to doubt the trustworthy gentlemen of the Maritime Free Republic. We think the Maritime Free Republic's traders see this refuge we are offering as a way to avoid pirate attacks, not as something that helps them carry them out. By Cato... So far, the Calbain delegation has not heard or seen anything that would justify the takeover of the national ports of sovereign states by the MTO. Free nations should decide if they want to boycott the Maritime Free Republic for themselves, forcing them to do that in this General Assembly is the work of the devil and the beginning of the end of national sovereignity.

No one has suggested that the MTO should take over any ports. Other than that, I invite the Calbain delegation to read the MTO treaty in detail before spouting such nonsense.
