[Debate] Duranian Plateau, Eura
Zahīr ud-Dīn, temporary Raspurid Delegate to the MTO in the absence of Timur al-Osman Taraghay, stands to address the assembly chamber.
The Raspurid delegation asks the permission of the Secretary General to address the General Assembly with its concerns regarding the sudden build up of Bassarid forces on the Duranian plateau on the borders of Raspur's friend and partner Eklesia and within Raspur's own sphere of influence.
The Raspur Khanate has no intention of interfering with Bassarid portions of the Trans-Euran Railway nor with the lead mines that they have in recent years taken to exploiting but attempting to insert an "army group" into our battle lines will not end well for them. If their deployment is in response to our own efforts to establish lines of communication we remind them that they do not own the ungoverned territories and that we enjoy the same freedom of movement and freedom to set down infrastructure in the Euran interior that they do.

All of Eura has been menaced by the insanitary practices of the Kingdom of Iteru, and our Khan alongside the Autokrator of Constancia has taken a stand against the disgusting things that Pharaoh does with our essential Euran waters. That need not concern us here. What we should note however is that in this time of heightened tensions it is important that Raspur takes steps to reinforce and maintain communications with its Constancian allies, particularly in the ports of Aqabah and Nivardom. To this end we have set to the construction of a road that will link Raspur to Aqabah and we have deployed some of our forces to screen the aforesaid road and to reinforce the allied garrisons in Aqabah and Nivardom.
For the Bassarids to then attempt to interpose a significant force along our lines of communication during this time of tension is a threat to the safety and security of both Constancia and Raspur.
We ask therefore that the Bassarids reduce their forces to a battalion strength contingent of the archers they use as railway police and reset their security presence on the Duranian plateau to the innocuous force of guards and automated systems stationed at their mining facilities previously. In return we promise that no Bassarid trains carrying commercial traffic will be interfered with and that the mining operations will be permitted to continue as before.
Otherwise we shall be obliged to undertake whatever actions may prove necessary to guarantee the defence of the allied realms.

The delegate from Raspur misrepresents the nature of Bassarid actions on three accounts. First of all, he asserts that that the Bassarids have interposed their forces along Raspurid lines of communications. On the contrary, the Bassarids have not indicated where they intend to deploy the forces which arise from the Duranian Heartlands Army Group. Does the Raspur alliance attempt to claim all of the Duranian highlands? If not, then their contention on this basis is not substantiated. If so, then their other contentions regarding their peaceful intentions are unfounded.
Secondly, they describe a "time of tension" in Eura. Neither the Bassarids nor presumably any other nation in Eura has been impacted by any tension save for that caused by the Raspur Pact itself. The nations of the Raspur Pact are the aggressors in this conflict with Iteru, which for its part has had no bearing on the Bassarids. The delegate from the Raspur Pact would perhaps benefit us all by clarifying the alleged offenses of their dastardly foe, and the nature of the conflict which has compelled them to deploy forces in all areas where the Bassarids maintain shipping lanes.
Thirdly, the delegate from Raspur has indicated that the Bassarids have increased their military presence in the Duranian highlands. They cannot reasonably make this claim for two reasons. Firstly, they cannot point to any figures which document the extent of the Bassarid military presence in the Duranian region prior to the formal establishment of the Army Group in question. Secondly, they cannot point to any figures which indicate that the number - which they do not possess - has increased as a result of the establishment of the Army Group. How can they claim that we have increased the number of troops present in the region which they first of all do not know how many troops are present, and second of all cannot point to a specific numeric increase in that figure? Surely, they can not do so in any reasonable manner.
The Bassarids reject the request that they "reduce their forces" to the quantity desired. The Bassarids have disclosed neither the size nor location of their forces, and will not be compelled, especially by a hostile force which actively threatens multiple shipping lanes, to reduce or relocate its forces. The Bassarids furthermore contend that the Raspur alliance has provoked an unnecessary conflict against a regional non-power in order to manifest a semblance of minor manufactured control over Eura as a whole. They have no means except for the tools of warfare to assert their influence, and so they have started a war on contrived pretense against a long-dead puppet state.
As an afterthought, I would like to motion for the chairman to create and sticky a thread entitled "Raspurid Complaints Against the Bassarids." I feel that insofar as there are likely to be many, many charges filed by the entire Raspur alliance against my single nation, it would be useful for the sake of organization and archiving purposes for all complaints to be located in a single thread. Now, if you will excuse me, I must retire for the night into the company of my many wives and man-wives. Good night.

My people are pleased to consider themselves on cordial terms with Constancia and Raspur, who have thus far respected our independence and whose nearness makes them the proximate source of many of our imported goods, including some outstanding wines whose permission for export we are unequipped to confirm. We are less familiar with the Bassarids, who venture less often into the Gulf of Aqaba. But we watch the world, and we are quite aware that the aforesaid nations represent between them a pair of great alliances of such scale as to be capable of causing tremendous damage should they come to blows, and the Çerid are naturally concerned with the possibility of an unpleasant juxtaposition of their warriors in our vicinity. We all, after all, share relatively close quarters in the place Eura.
We remain committed to our current agreement with Raspur with respect to the Iteru matter and the provisioning of their armies. However, on behalf of the Household of the Great Speaker, I must emphasize that we expect that any difficulties arising from this matter at hand will be kept at a respectable distance from the lands and waters of Çeridgul, and that we will do our utmost to ensure that this remains the case. We further urge all actors involved to keep in mind the disruption to prosperity that is likely to arise should tension rise to the level of conflict.

Am I to believe that the Raspurids have no intention of substantiating their accusations, or of defending their contentions? Or will they rely on other nations to attempt to make their case for them? If they are not prepared to stand by their statements, then they should formally renounce the repugnant claims which they have made here.

Iteru will get what it deserves and is not really the matter at hand here.
I have two reports, both of origin from Talenore, a country which once languished under the heel of the Iteran Pharaoh concerning its filthy practices:
So that being said, I would ask the General Assembly to consider whether the Bassaird build up of forces is at all proportional to the mercy killing presently being performed on the errant Pharaoh in Men-Nefer.
At present there are 150,524* "railway archers" in an unknown number of regiments drawing pay from the New Zimian War League where previously, as Task Force 36.53, there were only 83,623 such archers dispersed across the three continents (Corum, Eura, and Keltia) which the Bassarids presume to roam over at will. We know that there are 223 operatives of the Duranian Metal Collective and 96 automated defence systems of an unknown configuration assigned to the Collective, and we know that these were not assigned to the Harbour of Stars garrison while it was listed as a Division and only 25 members of the collective arrived at that mysterious location after its establishment was suddenly upgrade to an Army Group. The remainder it might reasonably be assessed as being employed and installed in the location that their name suggests. Similarly the railway archers have patrol routes defined by the ambitious extra-territorial transport network they have been charged to defend. While their numbers may be a tad excessive they are only armed with bows and arrows so its not necessary to take them seriously as anything more than the deterrent to bandits they have always claimed to be. These then are the reasonable levels of forces we alluded to.
While we acknowledge that the Duranian plateau is substantial and its southern reaches touch upon the northern edges of the Bassarid enclave around Zarathustra, we consider it instructive that the Duranian Heartland Army Group contains members of the Duranian Metal Collective, Duranian Metal Collective (Automated). As we will know from perusing brochures of the Greater Eurani Trade Association "the Duranian Metal Collective is responsible for the extraction, refinement, and exportation of lead from central Eura", and indeed the greatest concentration of lead can be found - as the resource maps of the MCS can attest - be found in the lands in and around the sovereign territory of Eklesia. The Duranian Metal Collective has itself been quietly extant since 1663 (August 2018) with the Euran League coming into existence in 1665 (October 2018).
What we are faced with here is not the build up of a defensive force for a few miners in the green, nor even an enhanced garrison for the so-called Province of the Erik River, but rather a forward deployed army group, projected out into the green, which along with the army group assembled in the Gulf of Zinjibar poses a serious threat to Raspur as these are - as we originally contended - uncomfortably close to our own east to west lines of communication. Do the Bassarids seek to ward against the spill over of events in Iteru or to encircle Raspur from North and South? If they can assure us that this is not the case we would greatly welcome it. If they could show how their garrisons are positioned defensively protecting the Eastern Euran colonies, their northern Euran outposts, or the Province of the River Erik that too would be a welcome step to easing our alarm. Instead of offering reassurance all we have seen thus far is unwarranted anger. I hope the delegate will be amenable to a milder and more constructive tone going forward?
*We should note that obtainable numbers are presently in a state of flux with the expansion of the New Zimian War League's establishment in Eura now encompassing four leagues, four army groups, and twelve separate armies, resulting in what appear to be a myriad of duplicate entries.
