Reason for joining the MTO: Tellia's geographical position being spread around numerous city enclaves makes it somewhat weak politically. We feel that membership in the MTO would give us a more powerful voice in Benacia and allow us greater support in dialogue to better the state of Micras.

The General Assembly is reminded of the relevant treaty provisions, which reads as follows:

From the Treaty of General Membership:

3. Membership in the MTO is open to all other Micran states which accept the obligations contained in the present Treaty and, in the judgment of the Organization, are able and willing to carry out these obligations. Nations wishing to join the organization must be approved by the General Assembly with at least a 1/3rd plurality. If rejected, a nation may reapply in 3 months.

• 3a. Members may be expelled from the organization for extraordinary reasons by the General Assembly with a 3/4th (75.0%) majority.
  3b. Members that have been removed from the map of Micras, as maintained by the Micronational Cartographic Society, shall be removed from the organization by the Secretary-General.
  3c. Members that have lost their sovereignty or independence through a merger or absorption into another nation shall also be removed from the organization by the Secretary-General.
  3d. Any nation or subnational autonomous entity may apply for observer status, provided that it is officially consented by the national entity it belongs to through their proper constitutional means, to the Secretary-General, who will put the application before the General Assembly, needing a simple majority vote to pass. Observer status grants a seat and voice in the General Assembly but no vote.

With 12 members of the General Assembly, approval of at least 7 members of the General Assembly shall be sufficient to decide the question in favor.

The question before the General Assembly is, "Shall the Tellian Confederation be admitted to the Micras Treaty Organization?"

The Florian Republic has no issues with this micronation, so I don't see why they could not be accepted into this organisation.

The multipolarity of the Benacian continent is no idle novelty; rather it is an existential imperative for all peoples located within it. Sovereign diversity is their sole defence against the degenerate path of hegemonic stagnation and idle self-immolation, of the kind which consigned Eura to an irradiated dark age from which it is only now re-emerging. Perhaps nowhere else is this felt more keenly than in the Tellian Confederation whose territorial holdings are, by the admission of its own government, modest - arguably too modest in the face of its long history and cultural influence upon the continent. As a portion of Greater Batavia has, in recent times, been restored to full sovereignty, so this trend must continue with a greater voice for sovereign Tellia in Benacian and world affairs. Accordingly, as a welcome development in the service of this righteous aim, the admission of the Tellian Confederation to this organisation has the Garden of Kalgachia's emphatic support.

As co-guarantor of the Tellian Mandate, the Imperial Republic of Shireroth has no fundamental objection to the Tellian city states exercising their acknowledged liberties and sovereign rights in this manner.

We further note the remarks of the Kalgachi Representative.

There is no nation in the world more committed to peace and neighbourly good will than the Imperial Republic. It is perhaps the sublime workings of the highest divinity therefore which can be attributed as the cause of the Golden Mango Throne attaining paramountcy over the Benacian Continent, if it is not impious and immodest to thus observe. Under the benevolent gaze of Our Lord the Radiant Sun a multiplicity of sovereigns reign over Benacian lands. Many, in Goldshire Hamlet, Modan Hamlet, Musica, and Wolfraven, rejoice in looking to Shirekeep for their salvation, while others, in Kasterburg, Kingsworth, Octavyan, and Romero, presently do not. Some, such as our brothers in Stonetree, have accepted the fraternal assistance of the Imperial Republic so as to stand tall as equals in the concert of nations. All however are true sons of the Benacian fatherland. We have no quarrel with them and we look forward to the day when all of Benacia is ruled by Benacians for Benacians, with the last foreign taint expelled from our shores. For that goal to be attained, and the horrors of Vanic colonisation to be forever put behind us, the Imperial Republic desires to see all of the Benacian continent under indigenous rule. Ungoverned lands are anathema, an open invitation for predatory outsiders.

If membership of this estimable body is of help to the Tellian Confederation in keeping body and soul together, thereby furthering the interests of the Benacian community of nations as a whole, then the Imperial Republic warmly welcomes this application.
