[Motion] Admission of the Republic of Inner Benacia

The General Assembly will now come to order.

We have received an application for admission from the Republic of Inner Benacia, as follows:
Official name of Applicant State: Republic of Inner Benacia
Common/informal name of Applicant State: RIB
Head of State: The Dolmen
Head of Government: Pśymyde Tyiim Teźśecaq°yhemće, Baron of Inner Benacia, Dolmensaduc
Proposed MTO Representative: Karmen Joonai (Ric)
Approximate Age of Applicant State: since 25 April 2018

Reason for joining the MTO:

Regularizing its relations with the rest of the world, friendly intercourse, etc.
The General Assembly is reminded of the relevant treaty provisions, which reads as follows:

From the Treaty of General Membership:

3. Membership in the MTO is open to all other Micran states which accept the obligations contained in the present Treaty and, in the judgment of the Organization, are able and willing to carry out these obligations. Nations wishing to join the organization must be approved by the General Assembly with at least a 1/3rd plurality. If rejected, a nation may reapply in 3 months.
  • 3a. Members may be expelled from the organization for extraordinary reasons by the General Assembly with a 3/4th (75.0%) majority.
    3b. Members that have been removed from the map of Micras, as maintained by the Micronational Cartographic Society, shall be removed from the organization by the Secretary-General.
    3c. Members that have lost their sovereignty or independence through a merger or absorption into another nation shall also be removed from the organization by the Secretary-General.
    3d. Any nation or subnational autonomous entity may apply for observer status, provided that it is officially consented by the national entity it belongs to through their proper constitutional means, to the Secretary-General, who will put the application before the General Assembly, needing a simple majority vote to pass. Observer status grants a seat and voice in the General Assembly but no vote.
With 12 members of the General Assembly, approval of at least 4 members of the General Assembly shall be sufficient to reach 1/3 plurality and decide the question in favor.

The question before the General Assembly is, "Shall the Republic of Inner Benacia be admitted to the Micras Treaty Organization?"

Debate begins and will last for no less than 4 days.

The Republic of Inner Benacia is not an independent state. It is not even permitted to command its own armed force for the next twenty Norton years.

All armed forces on its territory are under foreign command within the auspices of the Raspur Pact, which the RIB was compelled to join under the coercive conditions of occupation by a Shirerithian military force.

The RIB has also been forced to appoint a Shirerithian puppet as foreign minister, an individual of Elwynnese Ayreonist stock with no roots in the RIB who has evidently been installed for the purpose of appropriating the RIB government as a vehicle for Shirerithian foreign policy.

The RIB has ceded full sovereignty over its customs and immigration law, along with trade representation, to Shireroth.

Under these conditions the Republic of Inner Benacia cannot, by any reasonable definition, be considered capable of expressing an independent voice in international affairs and is therefore ineligible for MTO membership. Were it to be granted such membership, its vote would effectively be a second Shirerithian vote and grant the latter power an unfair advantage in the deliberations of this organisation.

After giving due consideration to the matter, and after debriefing some of the participants in Fall Raþ Bivarhin, Constancia wonders whether it might be more appropriate for the RIB to apply for Observer Status during the interim period of reconstruction when - effectively - the defence and foreign polices of the Inner Benacian Republic are in the eminently trustworthy care, if not custody, of our esteemed Benacian allies.

The Florian Republic ought to think carefully. Being friends with the Raspur Pact should be in the interests of the Florian Republic. Need I remind the Florian Republic of Shireroth's and the Raspur Pact's friendly and tireless moves to allow the Florian Republic industry against the constant vetoes of the Bassarids and the Jing?

I would caution the Florian Republic here. Stay friends with the Raspur Pact and we will fight for you. Alienate one of our brothers, and you will not be part of our family, as we have counted you for so many years, fighting for you for so many years, even bleeding for you, for so many years. We sacrificed our blood for you, and this is how you treat the Raspur countries?

The Kalgachian representative errs. The Republic of Inner Benacia is a free, independent and sovereign country, just as the Florian Republic is, or Kalgachia. All countries do in their interactions with others limit their own sovereignty. For example, Kalgachia has, for its imports and exports, interact through the Shirerithian–RIB–Batavian customs union (and would the representative of Kalgachia speak to disparagingly of the Batavians). Every treaty limits the sovereignty of a country. Shireroth limits its sovereignty by countless treaties, including those with Kalgachia. Surely the Kalgachians do not mean that they are a vassal state to Shireroth? That would be certainly news to us! And an unwelcome one, too! Shireroth firmly believes in the self-determination of all nations, and it is clear that whatever their government preaches, Kalgachians wish for their own self-determination. No representative of Kalgachia in these hallowed halls should counter that!

Let this be proof to the candid world:

And here comes Kalgachia, blinded by paranoia over the pacifist policies of the Imperial Republic, which are to respect all nations, let them stand here in the halls of the Nations as equals, be treated as equals, and acts against the peace, stability and harmony of the Benacian continent, the international halls of discussion, and against the peace of its neighbouring lands.

I am hurt. My heart cries in pain from this treatment of a land I thought was inhabited by brothers and sisters.

Shireroth stands by its friends in the Republic of Inner Benacia, as with all Raspur Nations, will support the entry of our brother country and ally into this league. Let true friendship be shown.

Those who seek friendship in the world should vote in favour of admission for this country, wounded by war, hated by its neighbour in the north. Vote for world peace, and for the fraternization of all nations, lands and peoples.

Could the unhonourable Kaiser perhaps deliver proof of this? There has never been an official request to neither Bassarids as Jingdaoese to end the treaty. There are forces within the Palace who do not mind re-industrialisation, under certain conditions (mainly to avoid a military build-up).

You speak with honeyed words, but you only seek to bring chaos and antagonise Floria's bigger neighbour. Your speech here is already an unveiled threat towards the Florians, which you once made your puppet. And you still act like they are.

Predictably, the Shirerithian representative exhibits the Elianist tendency for reverting to emotive rhetoric about pain-stricken hearts when the substance of her argument is lacking; a habit doubtless shared by her ideological partner in the RIB foreign ministry. If her words about the self-determination of the Inner Benacian peoples had any sincerity, care would have been taken to promote Laqi, Tellians or Lywallers to the main offices of their Republic; instead we see a native of Elwynn - an alien culture with a proven record of ignorance and contempt for the Southern Benacian Civilisational Space and a unmatched notoriety for leaving war, regicide and civil unrest in the wake of its presence - appointed to represent a nation she can never truly hope to understand.

In these circumstances, even the smallest divergence by the RIB government from Shireroth upon any affair which might occupy the MTO's business, as much as its native population might wish to express it, is impossible and inconceivable. On all matters of international relations the RIB government, through its cuckoo foreign minister, is configured and compelled to take its line directly from Shirekeep. Some aspects of this coercive relationship are already codified - not in the equitable or reciprocal language provided by the Imperial Republic's agreements with Kalgachia and other states, but in a manner which makes the servile relationship of the RIB to Shireroth clear beyond measure.

Before the usurpation of the RIB's foreign ministry, by an individual of more cultural and ideological commonality with her Shirerithian counterpart than the people she claims to represent, Kalgachia would gladly have welcomed that nation to speak and vote in this Assembly in the same manner as other members of the Raspur Pact, and presently supports the Constancian suggestion that it be granted Observer Status. While Kalgachia recognises that the RIB enjoys some internal autonomy from Shirerithian rule, the reality is that this does not even slightly extend to international affairs which are the primary concern of this Assembly.

The motion before the Assembly, therefore, is not to permit a single Inner Benacian vote; it is to permit two Shirerithian votes. The Assembly must decide whether this is an arrangement it wishes to see.

It will be evident here that Shireroth moved to allow the heavy industrialization of the Florian Republic. Immediately, without motivation, Jingdao opposed it, followed by the Bassarids who opposed the industrialization out of fear for the economic retributions it would have on Bassarid producers. A clear selfish matter. While Shireroth stands for the small countries like the Florian Republic and the Republic of Inner Benacia, the greater powers feeding lies into the hungry throats of Kalgachians would rather see a small country crushed and reduced to rubble than to allow a friend of Shireroth the respect all countries ought to have.

The Imperial Republic has learnt that the Republic of Inner Benacia has been involved in the death of its own foreign minister, Lady Cherokee. Pending an investigation of the manner (our hypothesis currently is murder or accidental death during a coup d'état), we would now propose to put this application on hold. Judging by the negative sentiments expressed to a RIB membership in the debate here, I trust there will be no objections not to vote the Ribbers in just now.

Kalgachia extends condolences to the Imperial Republic of Shireroth upon the death of its loyal agent and will monitor developments with interest.

Kalgachia's own experience with its Inner Benacian neighbours suggests that the present uncertainty and tension afflicting Shireroth/RIB relations might be amicably settled by a modest number of recriminatory killings from both sides followed by joint funerals and weregild payments. In this spirit, Kalgachia extends condolences in advance to the Republic of Inner Benacia upon the imminent demise of its ambassador in Shirekeep.
