The unspecified number of nations Rugby League tournament
I am looking at running a small international Rugby League tournament on the Playstation 2, and I thought this would be a good place to start Any number of teams can join, and if there's enough, it can be a World Cup

Hosting this will be great use of the soon to be rebuilt Freddie Mercury Memorial Stadium, Mercury City are still playing at Taylor Sporting Club, despite Bohemians also being based in the city of Mercury

This is rugby league, which means there's 13 players per team
NB: Generally the most followed form of rugby (apart from in northern England and Australia) is rugby union, which is 15-a-side - basically, just think of it as the difference between American and Canadian football - and that form has been proposed in the FMS a couple of times before. I'm more partial to rugby league as the gameplay it tends to be quicker, there's usually more tries scored and teams have a certain number of "tackles" before possession changes, so similar to "downs" in gridiron.

I don't think we need a variety of continents represented. If you look at the real Four Nations, it's only ever European and Australasian nations involved
I'll contact Novatainia and Ashkenatza (as the former is mostly Aussies and the latter likes union) to see if they're interested and if they are, I think a six-team tournament would be good as the inaugural championships.
