[RW campaign] Civil Unrest

It was an early Wednesday morning, the war effort in Jingdao was keeping people busy but in the Rivorian capital of Mahuti, things were once again moving at a slower pace. Indeed, the River Warriors, in the Northern extreme of the country, was often an overlooked area, especially as many of the Jingdaoese guards were more concerned with the possibility of attacks from Dura and Natopia, and since its capture from Senya following the River Warrior War, had been relatively untouched by conflict. But all that was to change.
In the centre of the town, near to a government building, two men emerged from a small car dressed in janitors' uniforms. The two men had giant rucksacks on, and managed to open a window on the ground floor and sneaked in. The men then proceeded up to the second floor of the building, where they entered a restroom, and placed an explosive device behind a toilet. They then went back out and started heading for the front gate. However there, a security guard stopped them and asked them what they were doing. At this point, they detonated their device.
The blast was significant, destroying the eastern face of the building, though many employees were able to escape. Later, a police spokesman was able to confirm that 23 people had been killed in the blast, with a further 83 seriously injured.
The blast had killed the two men that had detonated it, but following some confusion by local authorities, they soon found an answer on who had conducted it.
The Rivorian Liberation Army (RLA), which had been in hiding since 2014, claimed responsibility over an amateur radio signal later that day. It had been hoped by the Jingdaoese authorities for sometime that the RLA had long since died, but the chilling brutality of their acts combined with Jingdaoese military operations in full swing elsewhere, things were not looking good for the Jingdaoese. The broadcast continued as an unidentified man called for his compatriots to seize arms and rebel against the Jingdaoese, claiming he would start an insurgency against the Jingdaoese.
.Summary: The RLA have launched a terrorist attack against the Jingdaoese state in the River Warriors, with the aim of destabilising the country further, declaring an insurgency.

Tegong officer Sun overlooked the damages. Next to him stood a police officer of the local Kempeitai who was frantically writing down notes in his notebook. Sun hated this part of the country: Mahuti and its people were often nothing more than barbarians who tried to pretend to adapt to Jingdaoese culture. Once you scratched on the surface, it was clear they neither really had the intention to change their traditions, nor that the local government was trying to stimulate it. Even the officer next to him was writing his findings in the local dialect, instead of using proper Jingdaoese - or at least Shirerithian English.
It was his punishment. He should never have have cheated on his wife. While none would really have cared, his wife had been his squad leader, and she... yes, she didn't really like to be cheated upon.
This attack promised to make things more eventful. A bit of action and danger were more than welcome for the bored Sun, especially with all the excitement over the war.

Following several days of intense fighting, a major landmark had been reached. The Rivorian Liberation Army (RLA), had began to pounce and build up their forces, and with a degree of resistance, they had managed to secure their stranglehold on the strategic village of Brůz̀c͂awř, where they are based. The RLA have announced to step up their campagin against the Jingdaoese.

The Rivorian Liberation Army was now in a full insurgency. Across the countryside, insurgents banded together, camping out in woods and occasionally trying to take a village. Like most insurgencies, their tactic was to befriend the locals, which often was easy, as most in the River Warriors felt that the Jingdaoese had lied to them about their place in Jingdao. Their main issue was the local government forces. Although the Jingdaoese were fighting two fronts in the war, there were still many well equiped policemen, as well as the Jingdaoese Army still having equipment in the area left over from the River Warriors War.
The RLA forces kept themselves busy however, it was proving difficult for them to raise funds. The RLA mainly drew on selling their crops, but given that travel across Jingdao was risky and that the border with Arboria was fortified, it had became very difficult for them to sell. The Senyans were an option, but they had beefed up their border security since the outbreak of the war. As a result, the RLA was running low on funds.
So they sent in secret a messenger to cross the border, to try and win back a favour from the old Rivorian rulers, the Senyans.
For the most part, Senya had kept out of the conflict. The country was officially neutral, though kept a well stocked military, just on the off-chance Jingdao tried anything. But the country didn't want a fight. Senyans still remembered the violence inflicted on Tiga during the battle there in the River Warrior War, with traces of the conflict still visible in the city. Additionally, the Senyans shared a long border with Jingdao to the south, and whilst the boundary was mountainous, there was always the risk that Jingdao could march through the valleys and take it.
The agent for the River Warriors tried to talk to the Senyan President, but Hands was having none of it. "We have too much to lose, I'm afraid" he began. "Jingdao would not hesitate to wage war on us if we helped you, and we cannot have that. We do not want our country to know the violence they know. I'm afraid that we can be of no help".
The missionary left, visibly dissapointed from his meeting. However, whilst drinking in a local pub, he thought of an idea, an idea that could get the Senyans onside. However, it was very risky, and could potentially spectacularly backfire. But with his career riding on it, he thought it was worth the shot...

Short version: Due to a food crisis in Senya, the Senyans have allowed the RLA to buy weapons from them in return for food. Whilst the food portion of this agreement is public knowledge, the weapons part is not.The RLA had been making swift ground in the countryside, where they enjoyed large amounts of support, and with the Jingdaoese much more concerned with events elsewhere, they were starting to make gains. Despite not having a good amount of weaponry, they were able to make do. The messenger in Senya though established a new tactic though, which would soon change help change events.
Unknown to the Senyans, he bought canisters of petrolium, and set a nearby woodland on fire. The fire spread rapidly throughout the night, burning across a vast area, trapping villages and setting some buildings on fire. The forest fire also ripped through farmers' fields, causing widespread damage. And with a food crisis looming, Senya had to act.
Ystëna Denisenka, the Senyan PM, immediately announced that Senya was to legalise buying food from the Rivorians in order to help try and support the people. In private, she met up again with the messenger. There, the two nailed out an agreement, in secret, for the Senyans to buy food en masse from the Rivorians, and to de-list the Rivorians from buying Senyan weapons.
The Rivorians had what they wanted. They had Senyan money and Senyan weapons. They now were in a position to take things up a notch.

Sun was getting irritated. The tea in his left hand had been cold for a while, while the gun in his right hand would have felt smoking hot if he had felt it. He knew that keeping order was his task, but he had hoped that he would have had someone doing it in his stead by now. Some assistant, he thought, to do the dirty work while he was busy sipping from his tea would have been welcome. But it seemed that the recent attacks in Dalmacija had led to a shift of attention to the coastal region. Not much funds left to battle "some minor terrorist groups".
The Tegong officer spat in the direction of the man who he had just killed. A crazy person who had decided that Sun would not have expected an attack while leisurely sitting on a terrace of his local tearoom. From all directions whistles could be heard. Men and women from the Kempeitai came running out of the streets, helped by the local police.
A bit too late, thought Sun. Just like always. It felt like he was surrounded by idiots in this faraway region. The past few days the Army and police had lost control over parts of the region: small villages, hardly worth more than a human life, but still... Jingdaoese property was Jingdaoese property. It was clear that the Senyans were supporting the terrorists, using the failed crop and food crisis as a pretence. This was, however, still a public secret and the evidence was lacking to make a hard case.
Therefore, Sun had come up with a new tactic. Over 120 Senyans who had been living in Mahuti were, at this moment, arrested and send away to camps in the east. They could join the thousands of Florians for re-education. Fighting fire with fire.

The Jingdaoese HQ has decided that it shall not permit the Senyans to continue their influencing and supprting the Riverorians and wants to send a strong signal.
1. The 7th Heavenly Corps and 9th Heavenly Corps have been ordered to tighten patrol near the Senyan border in Army Region I (Jinkeai).
2. MB2 has been ordered to shoot five warning missiles in the direction of Fort Kolgrad. They are to explode in the lake, outside territorial borders.
3. The 7th Heavenly Corps has received orders to move near Bergdorf and set up camp. A defensive stance must be taken, while the artillery must be directed towards the town.
4. A corps of Kempeitai shall be send to Mahuti to reinforce the local troops.

In response from an increase of rhetoric from the Jingdaoese government, the Senyan government has announced that it is increasing it's patrols along the border. Residents and tourists of Bergdorf, which is the home of Senya's biggest winter sports resort, have been told to remain vigilant and follow the advice of the authorities, though an evacuation order has not been issued.
The Senyan government would like to re-iterate to Jingdao that we are not interested in fighting, that whilst we may disagree on certain issues, we must work together to achieve peace in the River Warriors area, and that this new rhetoric and offensive behaviours not the way forward.
President Hands in a speech noted however that "Senya is prepared to defend itself from any foreign aggressor" and that "the Jingdaoese should not be concerned with us. We do not support the RLA and we can assure them that we have no connections. The wildfires in our country's east, which are the chief agricultural areas, lead us to request food. The deal did not see any exchange of weaponry".

River Warriors situation update
Over two weeks had passed since the last developments with Jingdao. As usual, the Senyans thought, Jingdao were making a big fuss about nothing. Life was going on as usual, the ski resort in Bergdorf was fine and even the Jingdaoese border guards seemed to be in pleasant spirits.
It had become obvious that the Senyans had no real care for the Rivorians, after all, they had abandoned Senya in 2014 and almost caused the loss of the city of Tiga, with only the most hard-core nationalists really having any sympathy. Yet, the Senyan government knew that any excuse the Jingdaoese could latch onto, they would happily use to go to war. As such, the Senyan President officially released an open letter declaring Senya's relationship with the RLA over, and offering an equal sum in settlement to the Jingdaoese, in exchange for a cessation of hostilities, re-opening of the border and the exchange of security information concerning the development in the River Warriors.
The RLA meanwhile had been hard at work on the ground, but had started to find difficulty. The Jingdaoese had been successfully cracking down on RLA activities and a number of members had been sent to prison. However, the RLA were still controlling a sizeable amount of land and village in the east and north-eastern parts of the River Warriors.
