The All-Union Presidium of the Republic, mindful that trade is the life-blood of the nation, and further cogniscant that the freedom of navigation upon the seas is the inalienable right of all sovereign nations, declares and affirms its commitment to the maintenance of a rules-based international order where these rights are maintained not only for the benefit of the Union of the Republics of Zeed but, necessarily, for the betterment of all humanity.
To that end the All-Union Presidium of the Republic directs that it shall be the policy of the Union of the Republics of Zeed to acede to, and adhere to, any relevant international agreements that may be judged to offer protections for our maritime commerce without entailing compromises to the essential national sovereignty of the Republic.
Further, the All-Union Presidium of the Republic directs that the force of arms may be lawfully resorted to in the defence of our maritime commerce and for the enforcement and upholding of any relevant international agreements that may be acceded to.
To this end - the All-Union Presidium of the Republic directs the Secretary for the Central Committee of Foreign Relations to undertake and any all necessary measures requisite to formalise the accession of Zeed to the Treaty of General Membership to the Micras Treaty Organisation and to give further notice to the Secretariat of the Micras Treaty Organisation of the intention of the Republic to sign and ratify the Convention on the Laws of the Seas.
The All-Union Presidium of the Republic directs the Secretary for the Central Committee for Security and Defence to assemble forces necessary for the mission of providing the defence and security of the territorial waters of Zeed, as defined under the Convention on the Laws of the Seas.
The Secretary for the Central Committee for Security and Defence is further directed to assemble forces to provide for the close defence of maritime trading vessels, sailing under the flag of Zeed, where they are sailing in convoy between the port of Avey and the port of Arak, in the Imperial State of Constancia. The Secretary for the Central Committee of Foreign Relations is directed to secure a treaty concerning maritime security and trade with the Imperial State of Constancia at the earliest opportunity.
A further general directive to all maritime shipping shall be given herein. No commercial vessel carrying cargo or passengers within the territorial waters of Zeed shall sail without the minimum accompaniment of one armed patrol boat and an onboard armed security force of no less than eight servicemen provided by the Revolutionary Armed Forces. No commercial vessel carrying cargo or passengers shall depart from the territorial waters of Zeed except in convoy bound to or from Arak. Vessels sailing for ports beyond Arak shall attach themselves to the trade fleets of the Raspur Pact, upon the reaching of an agreement to this effect with the Imperial State of Constancia.
The failure of any captain of any maritime trading vessel operating under the flag of Zeed to adhere in full to the spirit and the letter of this directive shall be considered and act of economic sabotage, and of treasonable conduct against the state. Under such circumstances this shall be considered counter-revolutionary activity, with all attendant penalties to be applied to the guilty party and any persons similarly associated or complicit, at the discretion of higher authority to determine.
