Notes:
Reducing about 80% of the nation's Cibola claim due to a combination of a civil war, massive dragon attack, and extreme political instability. Minor expansion on the Adrestia portion (in the north part) due to continued exploration that finds a bunch of ruins and more forest land to resettle refugees from Ralgon. (OOC: shifting the bulk of current and future activity out of the main project and onto Adrestia as well as the Hexarchy.)
Additionally, there's a land swap between the Bassarids and the Adrestia portion. The bigger island to the south (Alphaville) is traded for the remaining western territory that the HRE has on its homeland in Cibola. Duro is a vital airport and given to retain what links remain between Ralgon's old core (what's left of it) and the rest of the world. Dragon's Reach was traded directly for Alphaville.

All seems straightforward, glad that Ralgon downsizes with view of its activity. Hope the new lands in the east inspire Ralgon to more activity.
As for the Bassarids, consistent activity to back this up, fits the narrative of being a transcontinental trading empire.

I'm not happy with the Bassarids going from 30 spread-out enclaves to 31. If those two areas could at least be connected. I will reserve my vote at the moment.

As much as I'm not that keen on the three dozen-odd exclaves, it does fit an extensively written narrative plus the coastline isn't unreasonable for the Bassarids to be present in (if they'd claimed in Northern Apollonia, say, I would have greater reservations). AYE.
