HPI reduction vote (FINAL)
The two proposals being voted on are:
Proposal 3 (P3): HPI loses all territories outside the four main territories on the map, plus Bijaro's suggested reduction (marked on the map), minus the territories around the Straits of Haifa (Blore Heath, Mylecia-Agripinilla, Jogi, Tel Amin, Haifa, Minab-Azis, New Monoviaville, Lewisburg). Loss: 6,755 pixels (15%)
Proposal 4 (P4): HPI loses all territories outside the four main territories on the map, plus Bijaro's suggested reduction (marked on the map), minus mainland Haifa (627 pixels, marked on the map). Loss: 7,506 pixels (17%)
There is also a secondary vote, independent of the first two:
HPI keeps Jangsong.
Since we already have decided that HPI will be reduced, the winner between P3 and P4 will not be subject to a final AYE or NAY vote, rather, the winner of P3 and P4 will be the decision of the council. Barnaby is recused due to real-life commitments. Ric is recused from the secondary vote, but not the primary vote.

Jangsong would be an awkward loss as it borders no green at all. P4 and AYE...
