A similar situation to Graecia's in that its Microvision participation was the last developmental edit on the wiki. As with the Tarr for Graecia, the edits to the "Yapreayan people" article (categorised under PDI) have no relevance to Plazas de Irian. AYE...

Plazas de Irian have activity in the 90 day period. They took part in Microvision, their country was discussed in Microvision, votes were submitted. There have been discussions on Discord. There is activity, it is moribund but not dead.
I remain of the conviction that we shouldn’t force ably remove any country without first reducing it.
As such my vote is NAY.

That's not what we have ever stipulated in regards to removals. They are treated differently to reductions and require a different threshold. Reductions aren't just a stepping stone to removals.
That aside, you're saying that even a two-pixel nation shouldn't be safe from reduction?

Any edit should be both additive (ie, adds new information) and should be specific to the nation. Plazas de Irian's latest Microvision edit was merely an administrational fix by another user, and was not indicative of activity towards the nation, whilst the edit on the ethnic group was not specific to Plazas de Irian, as that group is referred to as a "Phinbellan ethnic group" with a tiny minority population in Plazas de Irian which would be comparable to the total number of Craits in Senya (and I obviously couldn't claim to count edits to the Craitish ethnicity for Senya)
Furthermore, zero activity should be punished by removal, with reductions reserved for nations with some activity that is below what would be reasonably expected of their size. Furthermore, with a nation of Plazas de Irian's size, reduction isn't particularly feasible nor is it worthwhile.
