DAO + CKR = GAE

Jingdao and Cakaristan are merging together to create the Great Apollonian Empire (Apollonia, or Great Apollonia).

The largest merger of this size that happened was when Gralus was formed by Novatainia, Toketi, and Passas in 2008. Each of them could claim (at the very least) three active citizens, there was a ton of collaboration between them beforehand. There were plenty of citizens to sustain their large claim.
I'm concerned that this is too large of a claim for only two active citizens, one of which is merging his nation with the other presumably because he won't be as active as expected. I also wonder if a merger of Arbor with the GAE would be next in the books, which would make the claim even bigger while not expanding the amount of citizens or participants at all.
But this is massive for just two participants and, to be quite honest and open, I am also concerned that Jonas and Arkadius (being full time members and me being junior/associate member of the Council) will use a nay vote from my part to vote down any and all claims I make for my projects in the future out of spite.
I am hesitant to cast a vote either way right now, I'd like to hear what other Council members like Joe and Barnaby think. Right now, I can't find any reasons to vote in favor of this claim. This is way too much land for just two people.

Apologies for not voting yet, but here are my thoughts.
I looked back at the charter when judging this claim, and I'll break down my thoughts based on all six metrics that we're supposed to judge upon;
Cultural development
There has been a significant amount of cultural development that has gone into the existing nations of Jingdao and Cakaristan, both of which have been documented in great depth on the wiki and, particularly in the case of Jingdao, and deeply ingrained in the minds of us involved in contemporary Micras. The project brings together two participants in Jonas and Arky who are well known for their cultural development and work on their countries, and there is no reason to believe that this would change in this new project, given that both have already written in great depth about the new country on the wiki in regards to cultural projects (notaby articles on the national anthem and the Post-Chidao troubles).
Internal government/History
A lot of what could be said about the internal government can be summarised by what I've written above already in cultural development. This is an area that could be improved, but given the history of both Arky & Jonas on Micras, I am in no doubt that we will see lengthy articles written about the government of this new country. Furthermore, the governmental narrative for this merger has been written about in-narrative in their work on the Post-Chidao troubles, though again, could potentially be expanded upon, but makes logical sense in the history of Jingdao and Cakaristan and the narrative has been written with that in mind.
International collaboration
I have to say, as a neighbour of Jingdao for 7 IRL years, Jonas has always been exemplary in his attitude towards me running a neighbouring country, and both Cakaristan and Jingdao participate heavily in both Micrasian community events (ie sport and Microvision) and in the overall narrative of the planet. Jonas has always come to me about questions regarding Senyan-Jingdao relationships, and involved me heavily during the River Warrior War. Lately, Arky has also allowed me to participate in a large way in the Trans-Apollonian Railway, and both have been great communicators with me on moving the project along. To me, there is no reason to believe that this would not continue with the GAE.
Use of current claims and geographic realsim fall into the remit of expansions, but Jingdao and Cakaristan have both been heavily active despite their large sizes. Obviously, this level of activity would need to be kept up for this project to continue, but in the mean time, I would be happy to see this merger go through as for me it satisfies the criteria we look at.
