I've removed any cities within the disputed areas. I will not submit a claim on behalf of the Hexarchy. But this is the reached compromise.
I've accidently cropped out the name of the Phineonesian territory. No slight intended. May the Council please fix it when updating the map, should this claim be accepted?
(2) The people should be somewhat Norse-speaking given old Storish territory in the area and closeness to other present and historical Norse territories (Normark, Lysstyre, etc). Possibly some Norman (i.e. Gallicised Vikings, etc.). Could be fun to be part of that given the Vanic insurgency. Moreover, Karnali (from which the name Karnamark is derived) has historical ties to Hurmu through their shared membership in the Grand Commonwealth. Furthermore, Karnamark has ties with old Toketi, with which Hurmu has a long history of alignment with, with Tokish and Swndyrrr (I still can't spell it) members of the Senate. Corey's story, of which there is a hiatus, also speaks of his friendship. The idea is that once Corey returns, he can regroup there in Karnamark, and keep his story moving.
(3) redice the Green terrorists' opportunity to access the sea: reduce piracy, make the sea safer, allow for further cooperation between other sea partners, help diplomacy, foreign affairs, etc. We were initially going for the full northern coastline, but see point 6.
(4) Hurmu has no other closer place to its core territories to expand (Apollonia is "full", and any closer coastline already taken). Any other territories that Hurmu has held in the past (Zanzibar, Losalfareyjar (now the Al-Hamra islands which used to belong to Arbor prior to its transporation), Elwynn, Northworthy, Lorelei, Lac Glacei, etc.) are already taken.
(5) Hurmu has discussed these claims with the DBI and Phineonesia, which have offered only support. The claim was slightly smaller when Phineonesia commented on it, but it was still coastal on both sides of its territory. We forgot to consult with Lac Glacei before pushing this claim, which we are sorry for. The claim still allows Lac Glacei to expand, however, its Crecy territory eastwards.
(6) Hurmu has been in contact with the Hexarchy with regard to the claim. Initially, the claim of Karnamark extended all the way to the Lysstyrer border. The Hexarchy fiercely objected to that, and we have tried to negotiate a settlement with regard to the north-western Green coastline. Hurmu has tried to accommodate the Hexarchy's concerns, but were unable to fully realize them. However, only Amaland is somewhat adjacent to the Hexarchy, and we have received an OK from the Hexarchy on that one. Hurmu feels that Karnamark is too far off from any Hexarchical territories at this point that their objections should bear much merit. That said, we have tried to be reasonable, and we have withdrawn all of our planned expansions along the coastline save for the Karnamark peninsula. We are also willing to offer the Hexarchy a free-trade deal should their borders one day touch Karnamark. Hurmu is very sorry to make a unilateral decision here with regard to Karnamark, but when it comes to Hurmu's national security, and the Hexarchy's claims being very far geographically from Karnamark, Hurmu believes this claim and its offer to the Hexarchy to be reasonable.

It seems Hurmu and the Hexarchy have gotten as far as they could trying to sort this out. I saw both of the original claims - The Hexarchy had filed a claim initially for Lysstyrer only. Hurmu files their claim and afterwards, I notice that the claim to Lysstyrer had changed and expanded significantly and was now conflicting with the original (and first come/serve) Hurmu claim.
I know I can't vote on this. But this can become a mess in the future. I think we need to have a discussion about requiring that every time someone changes an original claim or reservation that they have to post again, in the same thread and without editing the original claim post, the updated claim map and any changed details. This could get very confusing and messy and unfair to people. Just wanted to bring that specific point up, I think there is a potential for mess in the future.

Everything seems to have worked-out in the end, and the situation adds some more legitimacy to the disputed markings as well, which is always interesting for the map. Not unjustified, and the closest available place for Hurmu to expand into. AYE.
NB: Just regarding the points about publicly updating a claim if it has been modified whilst being reserved/on hold, Shiro did do just that in The Hexarchy's thread, albeit after Hurmu's expansion was submitted. The onus there should be on him to ensure what he's adding doesn't clash which what's been submitted since, rather than vice-versa, which has caused issues in the past!
