Couldn't possibly let this bad boy through without a benediction of some kind, so:
In my view the ultimate test for this claim was whether all of the new states could prove themselves viable by displaying ongoing development during the hold period. By this criterion - and against my expectations, it has to be said - they have all succeeded. Moreover the development has been of a kind impossible under, and unjustified by, the existing all-Shirerithian arrangement. At this point therefore, I feel that the changes requested are not only sensible but unavoidable.

This makes the map look very nice and can only lead to more cultural development. So I will YAO Tellia's part of the claim because they seem to be pretty active on the wiki as well over the last two months.
