For clarity, is this labelled as a satellite between the Verionist Republic and a newly-coloured RAC to appear on the legend? If so, I'll make Cercé's symbol a country capital one should this be added to the map...

It is slightly less easy a rule to enforce on nations where leadership is a bit more fluid. Shireroth always used to be a bit of an exception when it was "one nation each" as everybody was in charge of it at least once for a month or so

I will vote NAY.
I have read the wiki and they aim for a re-united Shireroth and act as a rebel group within Shireroth. If that is the case, it really should be colored Shirerithian red with the fire symbol we have in the legend, or some other variant that is preferred. Now, a similar situation arose with the Verionist Republic and perhaps I should have voted against that too then. But that had the redeeming quality that it was Jack's first "vulture" state. I just don't think there is enough to warrant another color addition.

While I agree with Ras' sentiments on a personal level, the above claim has had explicit IRS assent and the antiquarian examples of Menelmacar, Cyberia and Antica offer consistent (albeit ignoble) precedents of breakaway states laying nominal claim to the original. I'm not entirely sure why the R.A.C's apparent desire to abolish the Kaisership is more acceptable to Shirerithian eyes than the Verionist Republic's initial desire to usurp it, but that isn't really our problem as long as the necessary assent is there and the other fundamentals are fulfilled. I'll give it a weary AYE.

Whilst I also join Yastreb and Raz in sharing some of their concerns about this claim, at least it's co-ordinated and technically there's nothing problematic with their claim, so I'm inclined to AYE.
