No offence Iehova, your thing makes perfect sense, but instead you could do it the other way around:
You have 25000 worth of troops
Infantry COST 1 troop
Tanks COST 20 troops
Fighters COST 500 troops etc ...

Why does a tank cost so much with these rules? Surely you only need the Three-Four men to operate it then just write in the Orbat a couple of more logistical things.
I.e A New Brittanian Cavalry Unit:
Cavalry
4 x Armoured Recovery Vehicle
59 x Challenger 2
6 x L-10 APC
8 x CVR(T) Scimitar Light Tank
12 x FA-10
5 x Battlefield ambulance
5 x Command & Control Vehicle

Is it meant to be on the number of men you need to operate it? I always thought it was relative strength of what they can kill ...

Because if you just 'paid' for 4 men, you'd only be getting four men, possibly walking round with a bit of paper with the word TANK written on it, whereas an actual tank is much more expensive then just that, and also more deadly. EDIT: Same with planes, a fighter jet costs millions, far more than just the cost of employing the pilot.

And again, carriers can't come with planes, that wouldn't make sense because it would weigh things ridiculously in a Carrier Battle Group's favour. Again:
...But yeah, ships come with sailers and missiles and stuff.
ie. Having 1 point equalling an aircraft carrier AND 40 planes would mean that normal air force units were totally useless.That wouldn't work, then you'd get 16-ship carrier battle groups with 40 aircraft, whereas someone using a normal air force unit would get only 10 aircraft more. 10 aircraft != 16 ships.
Carriers will just have to sail with fewer aircraft. Or adjust the points.
...But yeah, ships come with sailers and missiles and stuff.
