I'm afraid I can't take credit, it's what we used in the Holzer-Landish war, but it is much better than the original SNARL allocation, I think.

Carriers are without aircraft, I think. Each aircraft is 0.1 points, or 1000 troops - same cost.

Oh, and we've discussed this already, but just so it's in writing here:
Losing nations agree to concede that the victors are a micran superpower. They also agree to concede a military base to the one or two nations principal in their downfall, if those nations request it.

Other compensations may be agreed by treaty but cannot be demanded.
Limiting the bases at 1/2 was something I mentioned as soon as I said bases in terms - just because remember, say, the Holzer-Landish war, where Holzborg got tons of military bases by nations who had done nothing until the end? There are enough nations on each side for the other side to get a couple decent bases, each nation doesn't need a base each in every nation they fight.

In the rules of Iehova (shall we call them that? :lol: ) Carriers DO come with aircraft included.

I think it should cost 1.5 personally but Iehova has it down as 1.0

You missed my point ... for a cost of 4 you can get 40 aircraft. For a cost of 1 (or 1.5) you can get a Carrier AND 40 aircraft ...

I was looking at the quote from earlier
