Not to change the physical map, but to get you a lake off the political map quickly.

No contradiction. What spangle is saying, IMHO, is that artificial lakes would be shown on physical maps (ie. netherlands in RL). On the MCS, the physical map may not be altered. Therefore, you can't add artificial lakes to the physical map and thus you can't have them. Bear in mind also that to even feature on either the political or physical map, a lake would have to be 13 miles in area. Big lake.
