The next footprints on the moon
So, who do you think will make them?
USA, Russia, China and India have all expressed interest at landing a man on the moon, the americans already have but that was 40 years ago now, the russians stopped just short of it 40 years ago, the chinese have successfully put a man into space and are planning to build a space station and the indians plan to put a man into space in 2014.
ESA and Japan have also been sending probes to the moon but haven't announced any plans to land a man on the moon but I'll include them anyway

It's a sad thing for me to say as an American, but, to condense it down into really simple terms as used in the movie Rocky, China's got the eye of the tiger.

Matushka Rossiya would have a huge problem - costs... Did you know that even meat in Moscow's supermarkets costs 2.5 times more than in Warsaw ones? ;p

Bah. The United States will be back to the Moon by 2020 (well, really the plan says 2019, but I rounded it up) as long as NASA stays on schedule (considering the fact that the schedule NASA is working with is really an underachiever's schedule, that shouldn't be hard).
There are only two countries that I think will have a realistic chance of beating the United States back to the Moon: Russia and China (since they've already gotten the necessary experience in manned space flight so as to make this step not so big).
As far as that goes, I still say China is more likely.

Yeah, PR China and Russia.
Or maybe you were talking about the the Republic of China (Taiwan)- if they can get a Chiang Kai-Shek memorial laser cannon on the moon maybe the One China Policy won't be so unlikely after all!
