Can we use things which can exist in theory, are being designed by nations and tested and we're designing and putting a lot of work into?
I don't want to say what it is just yet, but it's an entirely sensible idea which was developed as far back as WW2, but has never been used as they can't make the technology.... until now.

It depends which rules you're playing under. Generally international wars end up restricting technology to currently in military use. Personally (and purely because Toketi does a lot of stuff like this) I'm quite happy with "currently possible" - it depends who you start the war with, I guess.
