A few questions
I just have a few questions regarding the Convention:
1. Does one 'unit' have to equal exactly 25,000 points or can it be less?
2. Is having two units equalling 50,000 points acceptable if induvidually they don't add up to 25,000 points?
3. Which category of ship would icebreakers come under, specifically the U.S. Polar-class?
4. Do ships with helicopter capabilities already come with helicopters or do these need to be purchased seperatly?
5. What are the protocols for a civil war/counter-insurgency?

As far as I'm aware (Not reading the Anunia Charter at the moment), each participant brings 25,000 points to the table, but it can be moved around a bit. So yes, you could have, say, one unit with 20,000 points and another with 30,000 points. There's a section in there that gives the minimum size that you can make the smaller unit.

2. Yes, it is. Although if one of the units is considered deserted the other must add up to 25000 or less points, AFAIK.
4. Yes, they have to be bought separately; as is the case with aircraft carriers.

3. Icebreakers would probably count as non-combatants, and thus won't have a cost. Best bet is to still list them in the Orbat, but just to mark it as 0 pts - Noncombatant, or something like that. If you do decide to arm them, then you would have to decide which level of warship its armament is most similar to -- probably a destroyer or frigate or corvette, or something.
5. Civil wars and counter-insurgencies... well, each participant would get 25,000 pts (unless, yes, you agreed to change the specific value for this particular recwar), and the sides would fight it out. I imagine that the rules of the recwar would demand that counter-insurgencies would have a lower technological level and would be forced to operate in terms of asymmetrical warfare, but that's for the rules specific to the recwar.

We've never had intra-state war or counter-insurgency under Anunia (or it's predecessor, SNARL) that I can remember. Typically, such wars would be fought with mutual consent and with a mutually pre-ordained outcome (inter-state wars are supposedly fought with consent, but the outcome is rarely pre-ordained).

I wouldn't recommend ever trying to resolve a conflict by recwar. Ever.

I like the effort thats gone in creating those little images. I am the person who drew up the unit list so it should really be me who gives the points evaluation but I stay away from the magic element. I think most of the people who are involved in the magic element of things are based over at Gralus and would give you a better costing system. If you shout for Andreas though he could give you one here.
