Chemical Weapons in Anunia
I can understand as to why Nuclear and Biological weapons are banned, but i personally think Chemical weapons are fair play.. thats just me though.

Strangely enough, only 4-5% of combat death's in WW1 were actually from the gas attacks. Although the horror of such attacks made it's reputation many magnitudes larger than it's actual effect in war. In all seriousness, unless you catch a unit off guard or bombard civilians, their primary effect is psychological given the sophistication of modern CRBN equipment. The threat of being gassed can actually be more powerful a weapon than actually using it.

The only modern use of gas is the Iraqi-Iran war, not sure how many Iranians(?) died from gas attacks though.

Saddam used gas on Kurds during the war, ja, but it was primarily a civilian population and thus falls under the category of those unable to defend themselves and by complete surprise. Persistent agents pose the greatest threat as they remain in the environment basically until cleared by specialized teams. This makes them area denial weapons. Volatile agents, agents which readily evaporate and subsequently dissipate within a short period of time are probably no more effective than an incendiary weapon. In relative terms any non-persistent, volatile agent that disperses into the atmosphere within a period of 12-24 hours probably does less overall damage because it leaves infrastructure intact and unharmed. That was the appeal of chemical weapons in their heyday, they could kill off the enemy but leave their infrastructure intact. When you firebomb a place it destroys everything and leaves the place in shambles. So I mean tactically speaking, chemical weapons are purely anti-personnel and area-denial weapons. That being said, the real issue is the humane aspect of it. Chemical weapons inflict gruesome and inhumane pain on casualties. Aside from modern nerve agents, chemical weapons often caused slow, agonizing deaths and made those that didn't die wish they had earlier. And even the modern ones are fairly slow and painful, you don't die instantly. Tactically speaking it is a complete victory as you've killed the personnel but left their stuff unharmed but humanely speaking it may very well be one of the more inhumane weapons of our time. That said, non-lethal chemical agents such as lachrymatory agents and so on are fair game in my mind.

Humanity aside, chemical weapons are also unpredictable. Carpet bombing an installation, unless someone does something wrong you know where the bombs will go. Sudden wind can send the gas back on you, or off into the village next door killing only civilians (instead of civilians as collateral damage.)

I think I inherited all three restrictions from the SNARL charter (I might be wrong). Personally, since I come from a nation that takes both it's civilians and its recwar-effects-on-future-simulation fairly seriously, I prefer not to have to simulate my people with the horrible effects of chemical weapons, particularly if they would have long lasting effects (psychological or otherwise) after the war. But as all things in Anunia, that's just the 'default' setting and if you can get other people in your recwar to agree to change that setting, you can certainly change it.
