Are Mercenary Companies permitted under Anunia? Can one be started? What rules apply to them?

One cannot prohibit forming such companies; it should be regulated only by each state's law. They are based on external treaties, though. When you come down to agreement, mercenaries must only register as conflict's side.

Thanks for clearing that up. Do mercenary forces use points costing rules?

Of course they do. Mercenaries use limits of people controlling them. That's why mercenary companies are founded in MNs: to allow person (people) that commands them to take part in RecWars for profit.
