Ok. I mean any military unit that can be the 'standard' unit for that value. Let's take one sorta I know - Apache Helicopters. You'd give a brief description, then list a few basic stats like:
* Maximum speed: 158 knots (182 mph, 293 km/h)
* Cruise speed: 143 knots (165 mph, 265 km/h)
* Combat radius: 260 nm (300 mi, 480 km)
* Service ceiling 21,000 ft (6,400 m)
Armament
* Guns: 1× M230 30 mm (1.18 in) cannon, 1,200 rounds
* Rockets: Hydra 70 FFAR rockets
* Missiles: combination of AGM-114 Hellfire, AIM-92 Stinger, AIM-9 Sidewinder
And say "this is the standard". So if, say, the CAA (Toki guild) come along with a helicopter that can fly at 200 knots, and has a second gun turret and a couple more missiles, we'd say, ok, this is better than the standard, so if the standards 30, make this 35, or 40 etc.

Glad you understand. I brought it up because it's something the Toki's do well, inventing their own units and posting stats, but a lot of people in the last war just used the basic values regardless of the strength of their unit, which defeats the purpose of SNARL ...

That's fine Monty, it'll be easy to add into the Charter ... in fact, it would be better as an Appendix anyway.

Thanks Monty!
But I added a few to the charter. Two helicopters based on what Josephus said, Stealth Planes cause they should be in there (I still need a good model for that) and ICBM launching submarines because, even if the charter will allow them, I still think they need to be costed more than they were ...
