An idea regarding culture
Seeing as the culture council idea really hasn't worked out i have a new suggestion. Basically it would involve a single person, either a new council member or just a volunteer, setting out some form of mark scheme for culture and then going from nation to nation on an arranged date to be shown the national culture by the citizens (also looking at any culture uploads) and then filling out the mark scheme with comments on each section with reference to specific cultural items they've found. Then a mark out of 10 is given for the culture of that nation before the findings are presented for public viewing.
If a nation disagrees with the report made on it then they can appeal and if substantial evidence is presented to be contary to the report then it may be altered, similarly if a nation believes it's report to be outdated then they can request it be reviewed and a new mark is given.
The result of this is that the council may view the reports on a nation when considering claims and so use the finding to help decide which way votes are cast etc etc

I like that Idea. Also make sure they give tips and advice on how it can be improved. (Just generally so that they still have to work for thier improvements).
We could expand that to having different people making reports on different aspects of the nations (economy, citizen involvement ect). Unless we already have that to a certain degree... do it sort of like the 'Matt Kovac' thing, so tis over a certain amount of time (so the reporters don't get overloaded).

Well, it doesn't have to be like that. I mean.. it could be changed to a point system. So you get points for positive things in developing culture? I just like the Idea of people getting more active in other nations, with visits, wars, relations, ratings, competition. The problem with a tickbox scheme is that a nation like Shireroth, who obviously deserves top marks whatever the system is, might not get it because, I don't know, they may not have enough realistic weaponry designs (if that were a thing to be ticked) while the wealth of their historical side would just get one tick, the same as a n00b nation who'd just written a one page story on what happened before their nation was founded.

True.. the only way you'd get the tick system to work would be to have each nation have an individual tick system (focusing on what they want). Hence why I'd suggest a point system - as it recognises everything good that is flexible for the different types of nation. Always the problem of it being biased though.
