The Culture Committee
The Culture Committee will exist to monitor and measure culture of MCS nations. Cultural pieces* will be submitted to the committee to check and be awarded an individual cultural rating based upon a set of general guidlines. For example, a national holiday is submitted to the committee as a cultural item. A description is included, outling the basis of the holiday, the celebrations that traditionally take place along with any additional details. The guidelines may state that the individual cultural rating for a national holiday as a cultural piece may be awarded between 1 - 5 points. It is then at the descretion of the committee as to how much is awarded. The rating must be between the guideline ammounts. Say a one point rating being awarded to those holiday descriptions of the most basic standard, and a five point rating to those descriptions of exceptional standard.
The committee members points that are awarded are averaged using the mean, to take an average rating for each individual piece. The cultural items of a nation are then totted up to form a total. The committe members then award each nation with a ranking, a level between A-G. A being exceptional. Again there will be guidelines to determine what rank a member of the committee may give to a nation depending upon their tally. For example the guidelines may state that nations with 120 - 150 points fit in the G-D range. The committee must then apply common sence and personal opinion in deciding the exact ranking.
The essential part of the project is to ensure fairness is upkept to the highest possible standard. Any bias views, reviews or rankings cannot be tolerated. This is why I think the 'veto-system' is absolutely vital to this system. I propose that every ranking and rating is make public, and that any decision made by the committee can be veto-ed should 10 or more member nations' representatives vote for the veto. In the event of a veto, the item or nation must be re-viewed. If this is veto-ed for a second time a public vote should be cast to determine a fair outcome.
*Cultural pieces are yet to be defined specifically, a list will be compiled stating what will and what will not be acceped as culture. The inclusion of disputed items will be at the descretion of the committe.

Erm hello
erm ok...I'll need to edit a couple of things about the system i'm building then
publicness should be a key
but remember. Forumlist is not just for Micras, it's a worldwide thing
Hence, people outside micras should be allowed and an average amount from each area of micronational life would be handy, but a public vote would in theory sort that out.

James, that does seem very well thought out. I only have one suggested modification - just using the mean for culture pieces.
What if the first couple they submit are bad, and then later they get lots of really good pieces? Their mean is kept down by the bad, even though now it's clear they've got a good culture. I'd suggest that the mean is instead calculated from the "best so and so" values. Whether that's just, say, the best 10, or whether that's something more like "best two histories, best flag, best two cultural activities, best holiday" etc is up to you.
