Consider this: should one nation, with a few citizens and little at all going on, but some decent activity, get the same amount of land as a nation with exactly the same activity, citizen count BUT with expeditions, stories, languages and media being produced through the little activity they have? I think the latter deserves at least some more. If this is the case, we need to be able to gauge "culture points" (I love that phrase). Very hard to do, of course, but if it could be done to a degree which would satisfy most people, it'd be very beneficial to the MCS.
