Well, I'll start by saying I can't agree to this for Shireroth, that's Ardy's job, but I can start you guys talking. We're basically fighting by Anunia anyway, so we may as well make it official. We just need to decide on these things from the charter (and Monty needs to repost the latest version)
Paramaters: Technology up to in current development; No magic; No Nuclear Weapons; No Chemical/Biological weapons (unless you want to allow Napalm); No modifications to standard rules (unless Jacobus wants the Improvise in ...)
A declaration of war - well, one of you will need to declare war on the other I guess.
Real assets lost/gained - still needs to be discussed, since we're no longer fighting over that island ... it may just be no land, or it may be the winner gets that island (and so if Shireroth's current claim on it goes through, and you win, we'd surrender the island to you). Terms would have to be clear on whether just Shireroth/Nova England get the island, or whether it's shared between the whole team (or at least whoever on the team wants some).
The thing to remember with these terms are they're the minimum that can be lost/max that can be demanded. Agreeing to them now doesn't mean you can't later say "well, you did such a good job, you can have a military base in our land, where do you want it?" or "We'll let you keep the island if we can get access to your resources for trading" or something like that. These are the terms that if one team leaves/surrenders/is totally annihalated but refuses to admit it the other team can take.
At a guess -B. Declarations of war must contain the fictional parameters of the war, such as what technology level is allowed, whether or not to allow magic, whether or not to allow nuclear weapons, and any modifications to standard Convention rules. They must also contain an end date. Where the parameters for the war are not defined, it is assumed that Nuclear Weapons, Chemical Weapons, Biological Weapons and Magic are banned, and that any technology used must be in use (or have been in use) in real world military operations, and sufficient data must be obtained about its specifications. Where magic is used, it will be fought under the SCM system. The assumed end date, if not defined, is one month from the commencement of fighting.
C. A declaration of war must also contain acceptable outcomes in terms of real assets lost or gained. Nations can choose to engage in Convention wars without any actual results or can choose to gamble territory, currency, or some other incentive upon the outcome. Where the real asset losses are not defined at the start of the war, no assets can be lost based on the outcome of the war unless the losing nation agrees.

There were a couple spots in that post I implied (if not specifically said) "do this OR this." It'd be nice if you actually picked one instead of agreeing with all the bits, even the ones that contradict the other bits ...

NBC weaponry may as well stay banned though maybe with the exception of Napalm based explosives.
I'll leave the declaration of War up to you lot a Shireroth if you want, and regarding the 'Reward' maybe keep in tow with the current climate of war over that Island but with NE mainly fighting for Gascon survival and representing Britannia during it's transition period on the Home Islands.

(unless Jacobus wants the Improvise in ...)
Bringing in the "Improvise" would end the war in about 75 seconds. I couldn't stand to kill off Capt. O'Keefe (a character I've had since 1999), so I asked Adm. Quirk to beam him up.
Anything the "Improvise" does (if anything at all) would be humanitarian only, and would nor affect any combat.
