Its just common sense!
An army builds an artificial island in international waters, then abandons it. People take over the island, which now belongs to no country, and makes it its own country.
Why wouldnt it be considered independent?

Because no-body else recognised it, and when we extended our territorial waters a few years back, it became part of the UK.
Now of course, depending on which theory of statehood you subscribe to, they might have had all they needed before the expansion of the UK's waters, but they sure don't now.

Well, one far older military platform in the sea was turned into a holiday resort, and went well untill i believe it was shut down from a failed health inspection...
