It's easily researchable, it's halfway down the Tech Tree. Requirements are Mysticism and Writing.
My advice is to first develop your nation to the point where other nations will see some value in engaging in diplomacy with you. To be honest, most micronations in our sector will entertain the possibility of diplomatic interaction in order to help establish younger micronations, though on the other hand some micronations may not recognise nations under a certain size/number of citizens. You should make a list of nations that you would like to engage with diplomatically - because you like the people involved, because you want to get connected to their community, because of strategic interests both commercial or military, or any other reason - and then accredit a diplomatic agent or visit them in person on their forum. Then negotiations can begin for a treaty of mutual diplomatic recognition and potentially more - agreements about sharing ocean space or trading rights if you are neighbours, or perhaps mutual assistance in the event of an attack by another micronation. It depends on the needs and wants of your micronation and the other.
